The 17-Mile Former Chicago, Rock Island & Pacific Railroad Right-of-Way Corridor project (Site) was initially presented for Brownfields grant support in August 2011 as a commuter rail and bicycle/pedestrian trail and link to the statewide KATY Trail system serving communities in Jackson and Cass County, Missouri. The initial environmental concerns regarding the Site were provided in a Phase I Environmental Site Assessment (ESA) completed by Union Pacific Railroad (Union Pacific) in 2011. Based on deficiencies noted in the Phase I ESA, the City of Kansas City, Missouri (City) recommended a new area-wide Phase I ESA be performed using Brownfields funding. An Area-Wide Phase I ESA, completed in May 2012, identified Recognized Environmental Conditions (RECs) and de minimis at five former depot/siding stations, four adjacent property locations, eight encroachment conditions, five girder and platform bridge locations, and four battery box locations.After a lengthy interim of negotiations with Union Pacific, Jackson County entered into a Memorandum of Understanding in February 2014 with Union Pacific that gave Jackson County the right to purchase the Rock Island Corridor. In June 2014, a subgrant of Brownfield funds was allocated to Jackson County to perform environmental services on the Site, including a Phase I ESA Update, multiple Phase II ESAs, risk assessment and remedial design tasks to facilitate acquisition, planning and long-term development of the right-of-way for public transit and trail development. An area wide Phase I ESA Update was completed in February 2015. In December 2015, a Phase II ESA was completed on the Site, followed by a second update in April 2016 to the area wide Phase I ESA. Results of the Phase II ESA indicated that arsenic and some polyaromatic hydrocarbons (PAHs) were detected above Missouri Risk Based Corrective Action (MRBCA) Tier 1 Risk Based Target Levels (RBTLs) for non-residential use levels in surface soils throughout most of the rail corridor. Some pesticides were also detected above Tier1 residential use levels. Generally, samples of groundwater and subsurface soils did not indicate significant impacts. Phase II ESA recommendations included additional surface soil sampling at three locations for herbicides, PAHs, arsenic, and lead. The Phase II ESA report further indicated that all possible present contamination associated with nearby retail businesses, warehouses, light industrial and commercial operations, and residential and agricultural operations appeared confined within those units and did not appear to have migrated to the rail corridor boundaries. If the future use of the site is to remove old track, grade, and relay new track, or, alternatively, to be utilized as a walking trail, the recommendation was made to develop a risk management plan in order to evaluate ways to prevent transport of these contaminants through the environment once the final use of the corridor is determined. In July 2016, Jackson County issued a Request for Proposals (RFP) for qualified professional Consulting Services related to the Rock Island Rail Corridor Shared Use Path Project. The project is envisioned as a walk and bike shared use path of to-be-determined paving, which will connect major County municipalities of Kansas City, Raytown and Lee�s Summit. The RFP is for Engineering Services up to 100% design of the path/trail elements in some areas of the corridor, concept plan for the path/trail in relation to the future transit services, and consulting Services for National Environmental Policy Act (NEPA) Categorical Exclusion (CE) compliance documentation for the path/trail. Federal Surface Transportation Program (STP) funds are anticipated to be used for the project. The Kansas City Area Transportation Authority (KCATA) is a partner with the County on all projects in the Rock Island Rail Corridor Right of Way.
