Additional Property Attributes

The property contains a vacant two-story former office building. The Phase I and II ESAs included only the northern half of the parcel containing the structure. Past site uses include a leather glove manufacturing company dating back to the late 1880s. By the early 1900s, the current structure was constructed and experienced several additions over the years. From the early 1900s until it's last occupancy in 2005, the building served as office space for insurance and communication companies. Immediately south is the former Rockford Public Library that was demolished by Commonwealth Edison as part of a manufactured gas plant cleanup project that received a No Further Remediation Letter from the Illinois EPA in 2022. The cleanup and NFR letter also included a portion of the land parcel immediately south of the existing building. Construction began on a new library in 2022. The library developer initially planned to demolish the onsite structure and rebuild an 85-unit, six story apartment complex. However, in the fall of 2022 the developer backed out of its development plan as a result of rapidly increasing construction material costs. The City now plans to acquire the northern portion of the property, demolish the vacant building, and turn the property into riverfront greenspace. A determination for cleanup will be evaluated as part of the demolition and regrading plan.
