Additional Property Attributes

The Lloyd's Hearing building has a deep history in downtown Rockford. Built in approximately 1902, the building historically served as the service barns for the Interurban Railroad's street trolleys and later a bus barn. The building was converted into office space in the 1970s. Miscellaneous commercial tenants occupied the property into the early 2000s when it was abandoned. Soon after the building fell into a state of disrepair and the City acquired it via the delinquent taxes in 2016. Phase I and II ESAs were completed and identified PNAs and metals in shallow soils on the site. Environmental cleanup activities began in late 2020 which included the dig out and disposal of impacted soil. In the early 1900s, before modern environmental laws, abundant industrial waste materials such as foundry slag, coal ash/cinders, broken concrete/brick and other solid materials were used to raise land and fill low-lying areas for development. It is very common to find these materials in Cities with a rich urban and industrialized past. These materials typically contain PNAs and toxic metals like lead, cadmium, and arsenic. Soil boring show up to 3 - 4 feet of urban fill at some areas of the property. Cleanup work was expected to be completed in late spring 2021 and the site converted to greenspace shortly thereafter. However, during site grading activities, a pair of orphan diesel USTs associated with a former bus maintenance operation were encountered. The USTs were removed on 8/9/2021 and a Phase II UST Site Assessment performed using Brownfields Assessment Grant Funds. Contamination was observed around the base of the excavation pit, requiring a leaking UST release be reported to the Illinois Emergency Management Agency. On 8/17/2021, visible contaminated soil was removed from around the excavation pit and landfilled using USEPA Cleanup Grant funds. A NFR letter for the release was issued by the Illinois EPA on February 17, 2022, and recorded on the deed on March 8, 2022. The property has been redeveloped into greenspace in the interim but may experience additional development for commercial uses in the future.
