Phase II Results Ambient Air Sampling (Gene's Auto Body) The ambient air sample was analyzed using US EPA Test Method TO-15 for Volatile Organic Compounds (VOCs). M&p-Xylene was detected at a concentration of 890-micrograms per cubic meter (ug/m3), which exceeds the MPCA industrial ISV or 300- ug/m3. 1,2,4-Trimethylbenzene (1,2,4-TMB) was detected at 18-ug/m3, which is less than the MPCA ISV of 20-ug/m3. Other VOCs that were detected at concentrations less than, but within one order of magnitude, their respective industrial ISVs include o-Xylene and Toluene. Other VOCs were either detected less than one order of magnitude of their respective ISVs or non-detect. Soil Vapor Sampling Concentrations of chemicals associated with painting activities were also detected in the sub-slab soil vapor samples, albeit at levels less than their respective 10x ISVs. Soil vapor concentrations of these chemicals detected at sample location SG-1 were consistently and significantly greater than those detected at sample locations SG-2 and SG-3. It should be noted that location SG-1 is also furthest from the location of the paint booth, which is located towards the southeast end of the auto body shop. Therefore, the elevated concentrations detected in SG-1 may be related to the auto body shop?s liquid waste disposal methods (i.e., draining into the boiler room). Additional assessment of soil vapor (and potentially soil) in the vicinity of the boiler room may be necessary. Soil Sampling No target compounds (including DRO, VOCs, and SVOCs) were detected in soil samples greater than their respective reporting limits. Based on these results, additional assessment of Site soil is not recommended. Lead and Asbestos Lead was detected in each of the paint samples collected at concentrations ranging from 150 to 5,700ppm. According to the MPCA?s Lead Paint Disposal guidance dated October 2013 (form w-hw4-23), when concentrations of lead in paint exceed 5,000ppm, the paint is considered ?lead paint? and is regulated according to applicable MPCA, US EPA, and Minnesota Department of Health (MDH) standards, and therefore requires special management and disposal. According to the asbestos survey report, TPT recommends the following: Abatement of the asbestos-containing material prior to renovations or other disturbances and repair of the pipe insulation in the auto body shop. Former Use: The St. Louis County Property Details Report indicates that the Site is currently owned by Pop Shoppes of America Inc. The approximately 7,200 square-foot Property was constructed in 1924 and is currently occupied by three tenants. Two commercial tenants currently occupy the main floor and an auto-body shop occupies the basement floor. Two additional approximately 600 square foot vacant tenant spaces are present on the lower level. These spaces have independent entrances along N 2nd Ave E and are adjacent to the east end of the auto body space. Primary sources of possible contamination include lead-based paint, asbestos-containing materials, historic dry cleaning operations, adjacent and/or onsite underground storage tanks, underlying fill materials, and current operations. This property was redeveloped by Heirloom, a local property management company. The building now houses their main offices or headquarters here in Duluth. No jobs were leveraged for this project because the renovation was a result of consolidating office space into one new
