When the Phase I ESA (April 2017) at the vacant 1905 Clay Street brownfield site identified a recognized environmental conditions related to the nearby Ludke Electric/Howard Street PCB Site, the City moved forward with a Phase II that addressed both properties. The City wanted to identify any concerns that would hamper the construction of the 8,300 square foot Vicksburg Catholic School Early Learning Center. A Phase II ESA of the area revealed no impact to the property so redevelopment could commence. Vicksburg Catholic School's $1.2 million Early Learning Center at the gateway to Historic Downtown Vicksburg will have 10 classrooms, provide 1:1 learning opportunities with certified teachers, and meet the needs of working families in the community. On October 4, 2018, Vicksburg Catholic Schools officials, representatives from the Diocese of Jackson, and City officials gathered at the site to break ground on the center that will serve children from infant to age three (3). The center is expected to open in 2019.

Former Use: The target property is currently vacant with a concrete parking lot located in the northeastern portion of the property and paved road traversing from the concrete parking lot to Spring Street, which is located along the western boundary of the property. The remaining portions of the property are grass covered with wooded vegetation along the western boundary, in the southwestern corner, and central portion of the target property. Concrete retaining walls are present on the northeastern corner, the southern boundary, south of the parking lot, and on the western portion of the target property. The surrounding areas consist of residential and commercial property, vacant lots, and a school facility.
