Additional Property Attributes

Drum characterization study identified elevated levels of waste oil in the contents of all sampled drums. Property owner proceeded with proper removal and disposal of the containerized drums from the subject property. The results of the Supplemental Phase II ESA identified acceptable cancer risks for all site users, acceptable non-cancer risks for site workers and construction workers, and an unacceptable non-cancer risk for site residents on the subject property. Currently the subject property contains a large open vacant area, concrete paved area in the center of the property, and several buildings that contain storage and contracting businesses. If the future redevelopment plan on the subject property includes residential development, additional assessment and mitigation should be completed to prevent unacceptable exposure to residential site occupants. Further, previous findings on the property identified a chlordane-impacted location above the SWS. HR Green was unable to identify any documentation pertaining to remediation of the previously identified contaminated soil at an approximate depth of 1-3 feet bgs. Further, there has been a large amount of earthwork and foundation removal completed by the current owner which may have resulted in the movement of the previously identified chlordane-impacted soil. As this soil may remain on the subject property, it may still pose a risk of exposure to site occupants. Additional screening of the previously identified area and areas where soil has been moved to should be completed to better understand if the risk of on-site chlordane exposure persists on the subject property.

Former Use: Historical documents list the subject property as the following: garden center/greenhouse and bait shop in 1956, 1961, 1967, 1973, 1978, 1983, and 1988 and a garden center/greenhouse in 1992, 1995, 2003, and 2008. The subject property currently contains a concrete contractor, heating and cooling contractor, rented storage space, and storage and workshop areas. Available historical documents depict mainline railroad tracks and a railroad siding on the southern portion of the subject property from 1938 until 1973. Further, aerial photographs depict the following: permanent structures built along western and central portions of the subject property between 1938 and 1983; stressed/absent vegetation in the southwestern portion of the subject property in 1963 and 1973; several greenhouses constructed along the northern property line between 1963 and 2002; all structures along the northern property line are removed after 2009).
