Additional Property Attributes

Regarding Site Contaminants: A Phase II area-wide environmental site assessment in 2014 identified various metals (lead, arsenic, selenium, barium) in surface and subsurface soils at levels above Missouri Lowest Default Target Levels (LDTLs) but below either Tier 1 Risk-Based Target Levels (RBTLs) for Residential Use or regional background levels. The report recommended no further investigation of these contaminants. Petroleum contaminants in soil and groundwater, including benzene and Total Petroleum Hydrocarbons - Gasoline Range Organics (TPH-GRO), were identified at levels above applicable Tier 1 RBTLs on a former filling station property located at 2324 E. 63rd St. and on several adjacent residential lots in the down-gradient direction. Investigation and remedial activities were performed by MRP Properties Company, LLC, the party responsible for the former site tanks. A Tier II risk assessment in 2014 found that representative concentrations of petroleum contaminants of concern (COCs) were below Site-Specific Target Levels (SSTLs) for all completed exposure pathways. Hydraulic conductivity tests of subsurface soils indicated that the water-bearing zone did not yield enough groundwater to be considered an aquifer for purposes of completing the domestic use pathway. Based on these results, on 8/24/16 the Missouri Department of Natural Resources, Tanks Section issued a No Further Action Letter. Regarding Site Remediation: The site was enrolled into the MDNR Brownfields Voluntary Cleanup Program (BVCP) and a remedial action plan (RAP) was approved. Work began at the subject property on May 28, 2014, and was completed on July 14, 2014. Activities included: remediation of surface soils confirmed to contain asbestos fibers; re-inspection of surface areas to identify and remove bulk asbestos-containing building materials (ACBM); and excavation and disposal of suspect ACBM from parcels suspected of having buried building debris, and from various surface soil mounds and concrete waste piles. Approximately 132 cubic yards of surface soils containing asbestos fibers at 6111 Park Ave. were excavated from 0 to 4 inches below ground surface (bgs). Of the 154 parcels in the site boundaries, research into local municipal records and historic sources identified 58 vacant parcels suspected of containing buried ACBMs. Initially, test pits were excavated on six (6) of the identified 58 parcels. Two (2) of the six parcels were found to contain suspect ACBM materials, which were removed. The remaining fifty-two (52) identified parcels were excavated, and of these, fifteen (15) were found to contain suspect ACBM materials which were removed and properly disposed of. Finally, various soil mounds and concrete piles were investigated, and identified suspect materials were removed and properly disposed of. In total, approximately 3,450 cubic yards of confirmed ACBMs and approximately 2,900 cubic yards of construction debris were removed from 58 excavated parcels, and 50 investigated soil mounds and concrete piles. Upon review of a final report documenting the remedial activities, MDNR issued a Certificate of Completion on January 5, 2015.

Former Use: The 63rd & Prospect Redevelopment Project area (Site) includes 155 parcels in approximately 31 acres. It is generally bounded between 59th and 63rd Streets and from Brooklyn Ave. to Prospect Ave. in Kansas City, MO. Historical use was predominantly detached single-family residential, except for small commercial properties along Prospect Avenue and along 63rd Street. Prior to its current ownership by the Tax Increment Financing Commission of Kansas City, MO (TIF Commission), improper disposal of asbestos containing materials occurred on a number of lots in the Site in connection with demolition activities from 2003 through 2006. In June 2006 violations of the Clean Air Act were investigated by the Missouri Department of Natural Resources (MDNR) and Notices of Violation issued to the former developer and
