Additional Property Attributes

At the time of the reconnaissance, the Property consisted of approximately 1.2 acres of land developed with an approximately 3,840 square-foot, single-story building utilized primarily for automotive maintenance and a detached garage used for storage. A remnant concrete building pad was located on the east portion of the Property. The remainder of the Property was covered with asphalt and gravel paved parking. The area north and west of the Property was comprised of residential developments, the areas to the east and south of the Property were primarily commercial with residential areas further east and south. The Property is serviced by Duke Energy for electrical service, Vectron for natural gas, and New Castle municipal utilities for water and sanitary sewer. Storm water in the area flows overland to adjoining roadways and storm water drains. This assessment has revealed no evidence of recognized environmental conditions in connection with the Property except for the following: � The historical release of petroleum products and the potential for petroleum hydrocarbons to migrate onto the Property from the proximate site (Castle Leasing) � The historical automotive maintenance operations at the Property � The historical uses of the proximate paint and body shop to the east, the former filling station to the southeast, and the automotive sales and service facility to the south � The staining and sheens on the asphalt or gravel paved surfaces and concrete building pad � The current and suspected in-ground hydraulic lifts . � Staining of the concrete floors in several areas of the main building including staining that surrounded the floor drains � The 800-gallon gasoline UST located on the Property

Former Use: 1932 - 1944 The west parcel (2440 Broad Street) appeared developed as a residential dwelling with a detached garage. The east parcel appeared undeveloped. 1947 - 1965 The west parcel (2440 Broad Street) remained developed as a residential dwelling. From 1947 to 1951, the east parcel (2500 Broad Street) was labeled �Ken Williams Motors�. From 1957 to 1965, the east parcel (2450 Broad Street) was labeled, �Ramsey Auto Sales�. The 1949 and 1960 Sanborn Fire Insurance Maps identified the building located on the east parcel as �Auto Sales & Service�. 1966 According to the parcel report card, the commercial building located on the west parcel was constructed in 1966. 1976 - 1992 In the 1976 aerial photo, the residential dwelling located on the west parcel (2448 Broad Street) had been razed and a commercial building was developed in its place. In 1987, the city directory identified the west parcel (2448 Broad Street) �Denney Auto Sales� and the east parcel (2450 Broad Street) was identified �Cole D Enterprises� and �Ultra Clean� (janitorial services). In 1992, the city directory identified the west parcel (2448 Broad Street) �U Save� and �Bell Vending� and the east parcel (2450 Broad Street) was identified �Eastside Rental Center�. 1997 - present From 1997 to 2013, the city directories identified the west parcel (2400 Broad Street) as �Bills Auto Sales�. In 1998, the west parcel appeared similar to the 1988 aerial photograph; however, the building located on the east parcel had been razed. The ground surface of the east parcel appeared to be lighter in color suggesting disturbed soil or a remaining building pad still in place. In subsequent aerial photographs the east parcel appeared to be utilized as a parking lot.
