Additional Property Attributes

In February 1999, a Phase I ESA was completed for the Site & a 1-story 180,000 ft2 industrial building with associated parking & landscaped areas was present. The building was initially constructed in 1972 with additions completed in 1976 & 1982. Winchester Fabrication occupied the Site from 1972 to the late 1970s & performed metal stamping, welding, painting, and operated a sheet molding compound press on the Site. Lobdell Emery Manufacturing Company occupied the Site from the late 1970s or early 1980s to 1997 & used the Site for similar activities as Winchester Fabrication. Oxford Automotive purchased the Site in 1997 & used the Site for stamping and welding activities until 1998. Property is currently occupied by TOA Winchester, LLC, which manufactures and produces Tier II stamped, welded, and assembled automotive parts (primarily safety related). Four (4) public supply wells are located on the Indiana American Water Company property, which borders the Site to the south.

Former Use: The Site was developed in 1972 for industrial use & has continued industrial use since then. Historical operations included metal stamping, welding, & painting.
