Adoption of building codes that consider impacts from extreme weather events and natural disastersBuilding codes can encourage implementation of mitigation and adaptation techniques for extreme weather events and natural disasters. Codes may require that infrastructure be planned and built to avoid or minimize future damage or costly repairs from increased frequency and intensity of flooding, drought, wildfires, and other projected extreme weather/disaster events. Codes may also lead to energy savings for commercial and residential buildings by specifying minimum requirements for building components such as insulation, water use, heating and cooling systems, lighting, windows, and ventilation systems. Effective building code requirements may vary regionally due to differences in natural hazards.
Evaluate Reuse options that consider impacts from extreme weather events and natural disastersDiscussion of observed and forecasted natural hazard conditions and the associated site-specific risk are part of any reuse considerations. Both current and forecasted extreme weather events and natural disasters may impact the effectiveness of a remedial alternative.

Addl Cleanup/Treatment info: Cleanup activities begin in June 2020, including hazardous building materials abatement and excavation/off-site disposal of petroleum-impacted soils, which were funded by the City of Belfast with oversight/guidance provided by Maine Department of Environmental Protection (MEDEP) Voluntary Response Action Program (VRAP). On September 3, 2020, MEDEP VRAP issued a Certificate of Completion (COC) to the City of Belfast indicating that remedial activities had been completed to MEDEP's satisfaction. However, since urban fill with polycyclic aromatic hydrocarbon (PAH)-impacted subsurface soils remained at the Site, an Environmental Media Management Plan (EMMP) was prepared as a condition to the COC. City of Belfast sold the Site to a developer in 2023 and additional cleanup activities occurred throughout 2024 to manage excess urban fill-impacted soils under MEDEP's Beneficial Use regulations concurrent with affordable housing redevelopment of the Site, which was completed on December 6, 2024.

Additional Property Attributes

Former Use: The earliest records, Sanborn Fire Insurance maps 1923, indicate the Subject Property was used as a ball field and had a dwelling on the northeast portion of the property. According to tax assessor records, the three existing buildings were constructed in 1956. The existing buildings have been used to store salt and provide maintenance to town vehicles.
