Additional Property Attributes

A Phase I Environmental Site Assessment (ESA) was completed by the Veterans Community Project (not funded with Kansas City, MO EPA brownfield grant) less than 180 days prior to acquisition. The Phase I ESA report indicated that the subject property was formerly an auto parts store and filling station with a garage. Several hydraulic lifts are still present. Several underground storage tanks (USTs) appear to have been removed. A follow-up Phase II ESA (not funded with Kansas City, MO EPA grant) identified petroleum contamination in several borings in soil and groundwater at levels above the Missouri Department of Natural Resources (MDNR) default target levels (DTLs), but all concentrations were below MDNR Non-Residential Tier 1 Risk Based Target Levels (RBTLs). The next phase of environmental work needed (completed with Brownfield assessment grant no. BF97750401 funds) included a Limited Site Characterization and a Tier 1 Risk Assessment, to provide information to either qualify for enrollment in the MDNR Voluntary Cleanup Program or the MDNR Tank Section. The Additional Limited Site Characterization was completed in September 2017. Based on the analytical results, maximum concentrations in groundwater of the contaminants of concern (COCs), including total petroleum hydrocarbons and volatile organic compounds, were detected below the residential Tier 1 RBTLs for the indoor inhalation of vapors pathway. Therefore, there is no risk along this exposure pathway. Maximum concentrations of COCs detected in surface and subsurface soils were below the applicable non-residential Tier 1 RBTLs. The evaluation of exposure pathways in soil indicated that there is no risk associated with construction or current and future use of the subject property. The available data indicates that the surface and subsurface soil impacts have been delineated within subject property boundaries. Therefore, based on data collected at the site, subsurface impacts are delineated and do not present an unacceptable risk on-or off-site. The property building will be developed as the Veterans Community Project (VCP) Veteran Outreach Center. The Veteran Outreach Center will provide free services to area Veterans and operate as headquarters for VCP staff and a workshop for the construction of small mobile housing units. Veteran services include but are not limited to a free bus pass program, employment counseling, legal services, general counseling, and advocacy.

Former Use: The subject property consists of a 7,000 square foot building located on approximately 0.7 acres at the southwest corner of East 89th Street and Troost Avenue. The site was either undeveloped or developed as single-family residential prior to the late 1950's. From the 1950's to the early 1970's, the subject property was the location of a gas station and bus service station. After being vacant from the 1970's until the early 1980's, the site was used as an auto parts store and vehicle repair shop. The Veterans Community Project (VCP)purchased the property in February 2017 for use as the VCP Veteran Outreach Center.
