The IowaDNR assisted the City with AAI through a Phase I prior to acquisition, ACM inspection cost coverage, and a sub-grant for ACM abatement. The City then demolished the building and removed 3 USTs at their cost. 104(k) funds through an award to ECIA will be used to conduct a Phase II prior to planned renovation of the site for redevelopment as a public park, riverfront walk and greenspace, and outdoor event and market venue.

Former Use: The site had commercial development since the 1880s; auto dealerships, a cheese factory, and a gasoline station were present on the site by the 1930s. The most recent prior use of the parcel was for home appliance sales and automotive repair and tire sales. After two significant flooding events, the appliance/auto business closed, and the city sought to acquire the property to facilitate a public recreational redevelopment that would enhance the riverfront, create tourism, and also be flood resilient. The property was replatted and subdivided into two parcels. One parcel was sold to a local business and the city retained the other parcel to develop a park entrance to the Manchester White Water Park. The new Riverfront Whitewater Park Entrance opened July 2019.
