Blue Wave Boats is built on a larger tract of land that was used as a bulk crude oil storage facility in the 1930s, 1940s, and 1950s. Giant above-ground tanks spotted the entire property. Eventually it fell into the hands of the City of Seminole, and the Seminole Economic Development Council. Various environmental reports over the years conducted by the Seminole Economic Development Council revealed low levels of TPH, metals, and chlorides in the soil, so that when Blue Wave Boats leased the property to build their facility, the OCC recommended soil farming. Blue Wave followed the recommendations, and completed their facility in 2006. Now, Blue Wave Boats is looking to expand. They currently build fiberglass and aluminum boats in the same facility, but the expansion will allow their aluminum boats ?Silver Wave Pontoon Boats?to have their own manufacturing space. Blue Wave leases their land from the Seminole Economic Development Council, and their new addition will allow them to hire 150 new employees. Before leasing the additional land to Blue Wave Boats, the Seminole Economic Development Council enrolled in the Oklahoma Corporation Commission Brownfields Program to make sure the site was assessed and remediated according to OCC standards. After reviewing the Phase II Environmental Site Assessment, all contaminants were deemed to be below OCC risk levels. Although the property will be used for light industry, the petroleum levels meet the standards for residential reuse?the most restrictive reuse limit. No cleanup was required or conducted. The OCC issued a Certificate of No Action Necessary to SEDC on July 21, 2017.

"AUGUST 28, 2017 - FINANCING PROJECT CREATES NEW WAVE FOR BOAT MANUFACTURER
Oklahoma-based Blue Wave and Silver Wave Boats, located in Seminole, will be undergoing a multi-million-dollar expansion in its operations and adding an additional 150 employees, funded by a collaboration between REI Oklahoma's REI Development Corp., Horizon Holdings, LLC, U.S. Bancorp Community Development Corp., MetaFund Corp and the City of Seminole. The founders, Roger and Pam Parks, will be retiring after 40 plus years of boat building and utilizing the New Markets Tax Credit (NMTC) program. Horizon Holdings, LLC will partner with the existing operators and part owners, Richard and Steven Parks, to build the business. Roger Parks, Richard and Steven's father, started building boats alongside his father in the 1950's. Having seen great success since building that first wooden boat, he and wife, Pam, founded Parks Manufacturing in 1992 to build Blue Wave fishing boats. Over the years, the family expanded the business to create other boat lines, including Silver Wave Pontoons which is one of the top-selling pontoon brands in Oklahoma. Richard and Steven Parks grew up working at all levels within the business and have progressively taken more leadership within the company through the years. They have been effectively managing the company for the last 3-5 years as Roger and Pam transitioned toward retirement. They had a significant ownership stake in the company that they will be rolling forward into the new company."
