Additional Property Attributes

The City completed a Phase II ESA on the property and an adjoining parcel (Binns and Stevens). The findings and conclusions are summarized as follows: ? Range 1 Soil: A total of one (1) insecticide, one (1) explosive, seventeen (17) PAHs, and six (6) RCRA metals detected; however, detected insecticide and explosive concentrations were below applicable SWSs. The lead concentration detected at SB7 and the benzo[a]anthracene, benzo[a]pyrene, benzo[b]fluoranthene, dibenz(a,h)anthracene, and indeno[1,2,3-cd]pyrene concentrations reported at SB6 were reported above their respective SWS. ? Range 2 Soil: A total of two (2) TEHs, fifteen (15) PAHs, twelve (12) VOCs, and five (5) RCRA metals detected; one detected TEH concentration and all detected PAH, VOC, and RCRA metal concentrations were below applicable SWSs. Diesel was reported at a concentration at SB-6 above the Tier1 Look-Up Table standard but below the SWS. ? Groundwater: A total of eighteen (18) VOCs and three (3) RCRA metals detected; however, detected concentrations were below applicable SWSs with the exception of benzene, methyl tert-butyl ether, and 1,2,4-trimethylbenzene. Benzene and methyl tert-butyl ether were detected above the PGW SWS and NPGW SWS and 1,2,4-trimethylbenzene was detected above the PGW SWS at SB-7. ? Vapor Intrusion: Sixteen (16) compounds detected in groundwater are sufficiently volatile and toxic to present a vapor intrusion risk. Groundwater results for fifteen (15) of these compounds were evaluated using the Johnson and Ettinger Vapor Intrusion Model for Forward Calculation of Indoor Air Concentration and the IDNR Cumulative Risk Calculator. One (1) compound is not available in the Johnson & Ettinger Vapor Model and as such it was not included in this calculation. The calculated results for this media indicate that vapor intrusion alone does not pose a risk on this site. The results of the study identified an acceptable risk for site workers and construction workers and an unacceptable risk for site residents on the subject property. City Council has approved the acquisition of the subject property with the intent to apply for IDNR Section 128(a) funding to remediate residual contamination. It plans to acquire the site prior to July 2018.

A Limited Phase II ESA was recently completed to better delineate previously-observed shallow soil contamination. New findings as it relates to the site in this report, dated March 28, 2023, are summarized as follows:

* Soil: Delineation samples collected for select PAHs and lead identified the vertical and horizontal extents of impacted shallow soil for these compounds on the southern extent of the site. Dibenz(a,h)anthracene was observed previously above the applicable standard and it was not included in the additional delineation activities. Although not included, it is anticipated that this compound would be isolated to a similar footprint as the other PAH compounds analyzed within this report and would be found at lower concentrations below the applicable standard. This could be confirmed through additional testing and/or confirmation sample collection during over excavation activities completed to mitigate this impacted soil.
The joint investigations found a total of seventeen (17) PAHs, six (6) RCRA metals, one (1) insecticide, one (1) explosive, two (2) TEHs, and twelve (12) VOCs detected in soil. Of those detected compounds, diesel was reported above the most restrictive Tier 1 threshold (soil leaching to groundwater) at SB-6 at 6-8 feet bgs; five PAHs were detected above SWSs at SB-6 at 0-2 feet bgs; lead was detected above the SWS at SB-7 at 0-2 feet bgs; and arsenic was reported above the 1.9 mg/kg SWS and below the 17 mg/kg Iowa statewide background. The remaining detections were not reported above an applicable SWS or Tier 1 threshold.

Arsenic in soil in Iowa can occur above the SWS and because of this a background concentration was assessed beyond the statewide background standard of
