Additional Property Attributes

Former Use: The Property consists of 11.83 acres of land and two structures. The 5411 East Mill Plain Boulevard address is associated with a 179,000-square-foot commercial retail/office building, while 5403 East Mill Plain Boulevard is associated with an 8,500�square-foot single story office building. The Property is zoned �Community Commercial� for retail goods and services, offices, institutions, and housing. Historical information indicates that the Property was first developed around 1948 with a series of residences in the north and commercial operations in the south. There were at least 20 residences on the northern portion of the Property and several commercial buildings and possible residences on the southern portion of the Property. By 1960, all Property structures � commercial and residential � had been demolished. In 1975, the Tower Mall with the present day building footprint was nearing completion. The Tower Mall housed, and continues to house, a variety of government and private business offices and retail operations from at least 1981 through present day. City directories from 1986 � 2008 indicate that Pilgrim Cleaners, a dry cleaning business, was located in suite C6 of the mall. In 2014, a permit for an investigation indicated that there was a fire in the Tower Mall, but no other details are provided. The building located at 5403 East Mill Plain Blvd. on the Property was constructed by 1994, and has always been occupied by professional offices and banks. A retail service station appears to have operated adjacent to the eastern boundary of the Property. Pilgrim Cleaners operated a dry cleaning business on the Property during the 1980s and 1990s. Custom Care Cleaners operated a dry cleaning business approximately 0.4 miles east of the Property. There is an area-wide PCE plume located in the Property vicinity.
