Additional Property Attributes

Site will host a section of Duluth Cross City Trail. Construction anticipated in 2019.

Former Use: The Property is vacant and is located at Ponds Behind Erie Pier in Duluth, St. Louis County, Minnesota. The surrounding area consists of commercial/industrial, residential, and recreational properties. At the time of the assessment, the Property was vacant and comprised of the southwest pond that is part of the Ponds Behind Erie Pier.

At the request of the City of Duluth, Bay West conducted this Phase II ESA of Area 1 within the
Ponds Behind Erie Pier site located in Duluth, Minnesota to screen for the presence or absence
of potential soil and groundwater contamination at the Site. Based on the results of the
investigation, Bay West makes the following conclusions:
Soil Assessment- No obvious indications of contamination (e.g., debris, staining, odors) were noted during the field
activities. PID screening of soil samples collected at each soil boring did not indicate the presence
of organic vapors.Based on the limited field screening readings and laboratory analytical results, soil contamination
does not appear to be a significant concern at the Site if used for commercial or industrial
purposes. However, of BaP Equivalents calculations indicate the presence of contamination at
concentrations above residential standards. The soil analytical results suggest that PAH
contamination is present in the upper 0- to 2-foot depth interval and decreases to below the SRV
in the 2- to 4-foot interval (except for boring location SB-1). Similarly, elevated DRO
concentrations in the upper 0- to 2-foot depth interval drops significantly in the 2- to 4-foot depth
interval at the four soil boring locations, suggesting that soil impacts are surficial in nature. This
is consistent with historical use of the property as RR right-of-way.
Groundwater Assessment- DRO was detected in both groundwater samples at concentrations above the MDH RAA, and in
the case of groundwater from SB-03, above the NPDES discharge limit.
PAHs, VOCs, dissolved metals, and PCBs were not detected above screening criteria in the two
groundwater samples analyzed.Based on the limited groundwater sampling and laboratory analytical results, groundwater
contamination does not appear to be a significant concern at the Site under current site use
conditions. However, DRO in groundwater was detected at concentrations above drinking water
and general discharge permit criteria.
