Additional Property Attributes

A Phase I Environmental Site Assessment (ESA) was completed on the Subject Site for the City of Lawrence, dated September 29, 2017 by BCA Environmental Consultants, LLC (BCA). The Subject Site operated historically as a used car dealership from 1970 through 1985-1990; a Sheriff roll call center with associated motorcycle/vehicle repair garage; and most recently as a motorcycle modification/repair garage. The site is currently vacant. The Phase I ESA identified the following recognized environmental conditions (RECs): ? The presence of a possible in place UST to the southeast of the building is an environmental concern especially as the fill port appeared stained with oil and the possibility the UST could still contain petroleum products. ? The presence of hydraulic floor lifts with associated hydraulic oil tanks and underground piping ? The presence of corroded trench floor drains in close proximity to heavy oil staining and hydraulic floor lifts/tanks. ? The presence of an unlabelled, rusty/stained pole mounted transformer ? The historical presence of two (2) 500-gallon USTs, lack of soil/groundwater testing data, unknown historical location of the tanks and a risk that additional tanks may still be present. A Phase II ESA was conducted by BCA (BCA 2018) to confirm whether any of the RECs had impacted the Subject Site. The Phase II ESA concluded that: ? soil analysis shows that shallow soil at the Subject Site appears to have been slightly impacted by metals, including arsenic and/or thallium, potentially from historical fill. The Phase II recommended: ? Request a Site Status Letter or Comfort Letter from the IDEM approving commercial or mixed-use redevelopment, without restrictions on surface soil exposure. For restricted residential redevelopment (such as apartments) further sampling or a soil management plan may be required to address surface cover and handling of any soils removed from the site. ? Place an ERC on the Subject Site prohibiting unrestricted (single family detached) residential development, without further sampling.
