Additional Property Attributes

RECS identified are related to: 1) potential soil and groundwater petroleum impacts from a former 10,000-gallon leaking underground storage tank (LUST) removed from the Property in the 1990s; 2) potential soil and groundwater impacts from hazardous substances associated with an adjoining Superfund site; 3) potential surficial soil impacts from solvents and petroleum products from railroad maintenance activities along a railroad spur adjoining the Property -- it was later determined that the spur was not a part of the Property; 4) two unidentified pipes protruding from the ground near the northeast corner of the main building; and 5) stained ground surface near a hydrocarbon liquids storage area in the dirt floor area of the garage building. A previous subsurface investigation of the Property identified low concentrations of volatile organic compounds (VOCs) near the LUST site and low concentrations of VOCs and polycyclicaromatic hydrocarbons (PAHs) south of the building. Detected analytes in soil were less than Minnesota Pollution Control Agency (MPCA) Tier 1 Residential Soil Reference Values and Soil Leaching Values. Detections in groundwater samples were less than Minnesota Department of Health Health Risk Limits. The MPCA issued a LUST file closure letter in January 2008. Vapor intrusion sampling was not completed at the time of the 2007 investigation. A limited phase II investigation conducted in 2017 included collection and analyses of soil and vapor samples. Contaminants of concern (COCs) known to be associated with historical activity at the Property and in the general area include Resource Conservation and Recovery Act (RCRA) metals, PAHs, and VOCs. Results identified no COCs in the soil or soil vapor at concentrations greater than MPCA commercial-industrial criteria. The Property is proposed for future commercial/industrial development. Former Use: Records show no development of the Property prior to 1892. Based on historical records, the Property was residential from at least 1892 to 1972 (up to eight separate residences were present) and, during this time, 61st Avenue West transected the center of the Property. Fire insurance maps (FIM) from 1949-1955 indicate a carpenter shop present on the north portion of the Property. The 1963 FIM identifies this same area as a residence. The current structures, including the Radford building, have been present on the Property since at least 1979, with the garage structure located on the Property since at least 1989. City directories show Radford Company from 1981-2006, Ventera Energy Inc. from 2006-2013, Johnson Carpet One 2008-present, Horizon/Arrowhead Healthcare 2008-present, and Valley Cartage 2008-present. Area city municipal drinking water, gas and sanitary services extend to the Property. The Property is zoned as General Industrial. Major historical Property land uses have been for residential and commercial activities including a storage and distribution warehouse and office. The past and current use of adjoining properties includes commercial, residential, and vacant undeveloped land.
