Additional Property Attributes

In Property Soil, analytes including diesel-range hydrocarbons, carcinogenic PAHs, PCBs, and a number of metals were detected in soil at concentrations exceeding DEQ Clean Fill Screening Values. Nearly all Clean Fill Screening Value exceedances occurred in soil samples collected in the former scrap yard portion of the Property. These detections indicate that during redevelopment of the Property, soil in the former scrap yard area of the Property must be managed appropriately, possibly including the disposal of all soil that is transported off this area of the Property at a solid or hazardous waste landfill. Analytes including diesel-range hydrocarbons, carcinogenic PAHs, PCBs, arsenic and lead were detected in soil at concentrations exceeding potentially applicable DEQ RBCs indicating that mitigation of Property soils in necessary to protect human health and the environment. PCB hot spot present and leachable metals occur in the same area; this would be a hazardous waste if excavated. A screening level beneficial use of groundwater survey has indicated that human contact with groundwater is not reasonably likely to occur except via the groundwater in excavation exposure pathway. No analyte concentrations exceeding groundwater in excavation RBCs have been detected in Property groundwater. Further, no VOCs were detected in groundwater, so Property receptors are not at risk via the vapor intrusion pathway. Finally, while the groundwater to surface water migration pathway is considered complete, groundwater sample testing has indicated that the magnitude and types of contaminants detected in Property groundwater are unlikely to migrate to Coos Bay. Therefore, Property groundwater does not pose an unacceptable risk to aquatic receptors in Coos Bay.

Former Use: The 0.44-acre Property is an undeveloped lot in its southern half and occupied by a vacant warehouse building constructed in the late 1940s in its northern portion. According to historical use information and the Phase I ESA for the Property, the Property originally was a mud flat associated with the nearby Isthmus Slough. By 1920, the Property had been developed with a residence in the southwest corner of Property and a Coos Bay Iron Works building in the northern half of the Property fronting North Front Street. By 1951, the Property was configured as it is today, with a warehouse building in its northern half, and undeveloped in its southern half. Current and historical property uses have included warehousing in the building that occupies the northern portion of the Property, and a scrap metal recovery operation in the southern portion of the Property.
