Additional Property Attributes

The Phase I Environmental Site Assessment completed in August 2017 (not part of grant recipient funds) indicated that Recognized Environmental Conditions (RECs) exist at the subject property. A gasoline underground storage tank (UST) is shown near the northeast corner of 601 East 3rd Street in the 1939 and 1950 Sanborn fire insurance maps for the subject property. This UST was not registered with the Missouri Department of Natural Resources (MDNR), and no records of its removal were available from the Kansas City, Missouri Fire Department or from the client. Based on the lack of registration and removal documentation, this UST represents an REC in connection with the subject property. According to city directories, a dry cleaner was previously located on the subject property at 312 Holmes Street circa 1945. This dry cleaner could have operated on the subject property from as early as 1941 until as late as 1955. Based on its association with the use of chlorinated solvents and/or petroleum products and because it operated prior to implementation of federal hazardous waste regulations in the 1980s, this previous use of the subject property represents an REC. These RECs also represent potential vapor encroachment conditions. It was recommended that a ground-penetrating radar (GPR) survey be performed on the subject property to determine the location and status of the UST. It was also recommended that a limited Phase II subsurface investigation be performed on the subject property to determine if the recognized environmental conditions noted in this report have impacted the soil, groundwater, and/or soil vapor on the subject property. The GPR survey completed in March 2018 on the target area (northeast portion of 601 E. 3rd Street) identified one anomaly consistent with a UST and one anomaly consistent with fill material. The project will be a mixed use development with commercial and retail components. The total redevelopment costs will exceed $3,400,000. This dollar amount will renovate and rehabilitate all three buildings into commercial, office and retail spaces. The Limited Phase II ESA, completed August 2018, concluded that the GPR findings did not find conclusive evidence of a UST presence on site. Lead and arsenic exceeded the Missouri Risk-Based Corrective Action (MRBCA) Risk-Based Target Levels (RBTLs) in subsurface soil for residential use but both contaminants were within regional background levels, with the exception of lead in one surface soil sample that exceeded the regional background level but was below the non-residential RBTL of 660 mg/kg. Groundwater at the site does not meet the characteristics of a usable aquifer under MRBCA. Based on the current commercial use of the property and because the results detected during this assessment were below the Non-Residential RBTLs, the concentrations detected in soil and groundwater do not appear to pose a significant regulatory concern and additional investigation does not appear warranted. Due to the low levels of petroleum contaminants and metals above the Residential RBTLs, some soil may warrant special handling or disposal considerations if disturbed. Therefore, a soil sampling plan was recommended should site us change.

Former Use: The subject property consists of two parcels (601 E. 3rd St. is also known as 311 Cherry St.) with an area of 0.95 acres. The site comprises most of a city block bounded by 3rd Street and 4th Street, and Holmes Street and Cherry Street in the Columbus Park Neighborhood. The subject property includes: a one-story with basement brick and concrete block commercial building, constructed in 1935, containing 26,534 square feet (Building 1, 601 East 3rd Street); and a three-story concrete block warehouse building, constructed in 1960, containing 43,200 square feet (Building 2, 300 Holmes Street).
