Additional Property Attributes

The Phase I Environmental Site Assessment (ESA) completed in January 2018 indicated Recognized Environmental Conditions (RECs) associated with the presence of four historic filling stations and garages along Raytown Road, a foundry, and widespread solid waste dumping. The four historic filling stations also represent a Vapor Encroachment Condition (VEC) to the subject property. The report recommended a Phase II ESA to follow up these RECs.

Former Use: The subject property consists of approximately 118 acres that generally encompass the area between the former Rock Island Railroad right-of-way and Raytown Road, and between Lancer Lane and Blue Ridge Cutoff. The majority of the land is densely wooded to mostly open. The south-central portion of the subject property is developed as a Jackson County park and includes a paved parking area and a concrete structure that contains four racquetball courts. This park area is generally bound by Round Rock Creek, which flows across the property for a portion of its length. Trails meander through the eastern portion of the property. Additional trails and remnants of unimproved roads are present on the western portion. Prior to development of the subject property during the early 1930s, the setting was generally rural in nature. Land usage was primarily residential and agricultural with scattered commercial development along Raytown Road. Over the next 25 years, residential development of the interior portion of the subject property along with residential and commercial development along Raytown Road expanded gradually. Development peaked in the early 1960s and by the mid 1970s, the subject property had been cleared of buildings with the exception of three structures that remained on the south-central portion. Four on-site former filling stations were located on the north side of Raytown Road and operated at various intervals from circa 1930 to 1977. The Duncan Foundry Company operated from at least 1951 through 1966 west of the intersection of Raytown Road and Ozark Road on land that is currently developed as a city park.
