Additional Property Attributes

According to Mr. Jim Coffenberry, site contact, the property was utilized as an automotive dealership and repair facility from approximately 1946 to 2010. Based on the historical use as an automotive repair facility, the property represents a recognized environmental condition. ATC observed evidence of two hydraulic lifts in the shop and garage areas within the building. One of the hydraulic lifts appear to be in-ground. Based on the evaluation of potential releases of hazardous substances or petroleum products, the potential presence of in-ground hydraulic lifts represents a recognized environmental condition for potential subsurface vapor migration. Suspect ACMs were identified throughout the property in the form of floor tile, drywall, pipe wrap, textured surfaces, ceiling tile, baseboards, and associated mastics. Suspect ACMs were observed to be in poor to fair condition throughout of the building. Based on the age of the property building, ACMs are likely to be present at the property. Based on the 1903 construction date of the property, it is likely for LBP on painted surfaces at the property. Painted surfaces at the property were in poor to fair condition and many areas of peeling and chipping paint were noted throughout the interiors and exteriors of the building.

Former Use: The property is improved with a 7,830 square foot vacant building. The property is located in an area characterized by mixed commercial and residential land use. The property appears to have been developed for commercial and residential land use since at least 1898. Based on review of fire insurance maps, prior to 1903 the property had been occupied by a residential home, corn crib, salt warehouse, and cement warehouse. The current property building was reportedly constructed in 1903 and, based on review of city directories and fire insurance maps, had been occupied by a general store, an auto sales and service, Marshall Pontiac-Oldsmobile-Buick, Temple Studio, and Liberty Tax Service.
