Additional Property Attributes

Torrey Hill Apartments, LLC. acquired 1119 Summit St.(former Wonder Bread Bld.) on 9/29/17 through the Lucas County Land Reutilization Corporation with plans to renovate building into 24 new loft apartments starting in spring 2018. Estimated renovation cost $6mm. The data from the Ph. II indicates that soil sampled along the eastern boundary of the Property is not impacted with petroleum compounds from the adjacent abandoned gasoline station. The data further indicate that soil vapor along the eastern Property boundary is impacted with 1,2,4-triethylbenzene and benzene above their respective VAP Residential Indoor Air Standards, but below Commercial Indoor Air Standards at two sampling locations. However, MSG used the U.S. EPA VISL Calculator to evaluate the soil vapor analytical results and identify if the detected VOCs pose a potential risk to indoor air via the vapor intrusion pathway. The VISL calculated indoor air concentrations for each of the detected VOCs were all below their respective VAP Residential Indoor Air Standards. Further, the calculated cumulative carcinogenic risk and non-carcinogenic hazard quotients were below their respective target threshold risk and hazard values for both the residential and commercial receptors. Therefore, the detected VOCs in soil vapor do not appear to pose a risk to indoor air via the vapor intrusion pathway. 9/17/2020: The data indicate that soil sampled along the western boundary of the Site (REC-2/IA-2) is not significantly impacted with petroleum compounds from the adjacent potential orphan UST. The data also indicate that sub-slab vapor from beneath the eastern portion of the Site building (REC-3/IA-3) contains a number of organic constituents including likely solvents and petroleum-based compounds. Benzene, 1,2-dichloroethane, and 1,3-butadiene were reported above their respective VAP Residential and Commercial / Industrial Indoor Air Standards and hexane and naphthalene were reported above their respective VAP Residential Indoor Air Standards, but below their respective VAP Commercial / Industrial Indoor Air Standards. Consultant used the U.S. EPA VISL Calculator to evaluate the sub-slab vapor analytical results and identify if the detected VOCs suggest a potential risk to indoor air via the vapor intrusion pathway. The VISL-calculated indoor air concentration for benzene exceeds the VAP Residential Indoor Air Standard and the calculated cumulative carcinogenic risk is above the target threshold risk for the residential receptor. However, it is important to note that the VISL Calculator is a conservative modeling program. Accordingly, indoor air sampling would be necessary to verify the calculated VISL results and determine if the detected VOCs in sub-slab vapor pose a verified risk to indoor air via the vapor intrusion pathway. Former Use: The Property is comprised of approximately 0.91 acre of developed land situated north of Summit Street, south of Ostrich Lane, and east of Elm Street, all of which provide access to and from the Property. The Property is developed with a three-story, 72,728-square foot former office/warehouse building with a full basement constructed in 1924 and adjacent paved parking east of the Property building. The Property was last occupied by MRPS Copy Systems/Lanier Worldwide from 1990 until approximately 2004, after which the Property has been vacant. Holland Bakery and Continental Baking Company (Wonder Bread) occupied the Property from approximately 1925 through at least 1987 and during this time an auto repair garage was formerly located in the eastern portion of the Property building. Prior to be developed as a bakery in 1925, the western portion of the Property was used as an outdoor lumber yard by the Toledo Bending Company and the eastern portion of the Property was developed with residences, apartment buildings, and/or a hotel dating back to at least 1888.
