Low levels of PNAs and metals and trace VOCs at concentrations below the VAP GDCS and BUSTR ALs were detected in the submitted soil samples. Lead was detected in the soil sample collected from soil boring GP-5 at a concentration above the VAP GDCS and VAP LBSV. Black staining and a petroleum odor were noted in soil boring GP-5 from 6 to 7.5 feet bgs. The impacts appear to be primarily located beneath the southwestern portion of the site building where the historic automobile repair activities occurred on the site. This boring was also located west of the former on-site diesel USTs. Soil sample GP-5 was collected from 6-8 feet bgs. Based on the depth, the impacts are below the commercial land use point of compliance. In addition, the current building slab provides a barrier to direct contact with the material. If the area is redeveloped, the impacted soil should be properly characterized and handled in accordance with all local, state and federal requirements.
Former Use: The site is approximately 1.25 acres in area and consists of one parcel. From at least 1888 to 1895, the site was developed with at least 14 commercial and residential buildings. Occupants included: a fire station, various store fronts and restaurants, and a carriage manufacturer. From at least 1900 to the 1930s, the site was developed with at least ten commercial and residential buildings. Occupants included: a fire station, a carriage manufacturer, a carriage and wagon factory, a church goods store, a soft drink maker, a restaurant, apartments, a pawn broker, a candy company, a shoe store, a tile and mantle company, various union offices, a tool and supply company, a veterinarian, a mining supply company, contractors, a plumber, and a dentist. From the 1940s to the mid-1960s, the site was developed with at least five commercial buildings. Occupants included: a fire station, an animal hospital, a bargain store, a used clothing store, various restaurants, apartments, a pawn broker, a physician supply company, a drug store, a tile and mantle company, various union offices, an engineering company, a tool & supply company, an engraving company, an awning manufacturing company, a printing company, an automobile repair facility, and a moving company. The site was vacant in the late 1960s and has been developed with the current approximately 68,264 square-foot retail/office building with parking of the roof occupied by Goodwill Industries since 1970.
