Additional Property Attributes

Findings from the Phase I Environmental Site Assessment completed in May 2017 indicated that a Recognized Environmental Condition (REC) associated with the subject property includes the presence of a former city dump located at 11th and Troupe Avenue, approximately 94 feet north-northeast of the subject property. The Kansas Department of Health and Environment (KDHE) had no records on the dump site. This site represented a Vapor Encroachment Condition (VEC) to the subject property. The Phase I ESA report recommended the completion of a Phase II ESA and a Tier 2 Screening (if the property is redeveloped and no vapor encroachment controls are planned for the building). The analytical results from the Limited Phase II ESA (completed in December 2017) indicated that concentrations of polyaromatic hydrocarbons (PAH; only benzo(a)pyrene) from two soil samples exceeded KDHE Tier 2 Risk Based Standards (RSKs) for Residential and Non-Residential Scenarios. One groundwater sample contained a total petroleum hydrocarbon (TPH; diesel) concentration exceeding the EPA Regional Screening Levels (RSL) for TPH (aliphatic medium) residential tap water of 0.1 milligrams per liter (mg/L). The consultant�s opinion was that the contamination identified at the subject property did not originate from the off-site dump identified in the Phase I ESA, but likely from fill brought on site during construction of residential structures west of the subject property or historic dumping activities on the subject property. The recommendation was made to develop a soil management plan prior to construction activities. Executive Director for the Mt. Carmel Redevelopment Corporation (MCRC) requested assistance on behalf of the MCRC in order to satisfy requirements of the U.S. Department of Housing and Urban Development (HUD) to conduct environmental assessment activities at the subject property in order to use HUD funding for redevelopment of the subject property. The project scope includes the infill construction of three Energy Star rated single family housing units within the existing Carmelle Estates neighborhood. The first two units of the project will be funded in part from local Home Investment Partnerships Program (HOME) funds and developer financing while the third unit will be funded from the net proceeds generated from the sale of the first two homes.

Former Use: The subject property is located on the southwest corner of the intersection of North 11th Street and Troup Avenue within a residential area of Kansas City, Kansas. The total area of the property is approximately 0.75 acre and consists of three parcels of vacant land. The property has historically remained undeveloped and vacant in a residential area.
