Additional Property Attributes

At the time of the reconnaissance, the Property consisted of approximately 1.9 acres of land developed with approximately 14,000 square-feet of building. The remainder of the Property was developed with gravel parking and landscaped areas. South 13th Street bordered the Property to the north and northwest, a railroad track bordered the Property to the east, residential land bordered the Property to the south and southeast, and Barnett Street bordered the Property to the west and southwest. Beyond the streets, the Property was located in a residential area. The Property is serviced by Duke Energy for electrical service, Vectren for natural gas service, and Vincennes Water Utilities for municipal water and storm and sanitary sewer.

Former Use: The Property had been developed by the time of the earliest available records, so we were not able to determine the first developed use. This is a data failure for this Phase I ESA. However, RECs were identified based on later Property uses, so the uses prior to documented development do not represent a significant data gap. The Property was developed with an ice manufacturer and cold storage operation through at least the mid-1940s, including use of a tank room and ammonia condensers. By the 1950s, bakery operations were present at the Property, in addition to a residential home. During the 1960s, the Property was listed with use as a general warehouse. A rail spur, which was depicted with the earliest records, may have been removed after the 1960s. From the late 1960s to the late 2000s, the Property was used for a variety of commercial/industrial purposes, including towel service, industrial solvents warehousing, wholesale bakery, linen supply, and a service center of unknown type. The historic commercial/industrial operations and historic rail spur operations with potential for spills or releases to migrate to the subsurface is a REC. The tank room is presumed to have been comprised of water tanks. Neither the water tanks nor use of ammonia at the Property is a REC.
A waste characterization assessment was conducted of building debris piles located at 304 South 13th Street in Vincennes, Indiana. At the time of the assessment, the site consisted of five piles of mixed building debris associated with a former site building. We understand that the former site building had deteriorated rapidly over the last several years, had become unstable, and collapsed. Due to safety concerns, Mr. Williams Daniels, the current site owner, reportedly stabilized the building debris by pushing it into the five separate piles that are currently located on the former building's floor slab. Lead was measured at concentrations above laboratory reporting limits in two (PC01 and PC05) of the five samples of paints collected. Because detectable concentrations of lead were detected in the debris piles, we recommend conducting waste removal activities in accordance with the requirements of OSHA Lead Exposure in Construction Standard. The PLM analytical data reported by EMSL indicated that samples collected from four of the identified homogeneous areas of suspect ACMs contained greater than one percent (1%) asbestos are considered ACMs according to USEPA and OSHA asbestos regulations.
