Additional Property Attributes

The Property has been developed since at least 1883. From at least 1883 to 1907, the Property was primarily occupied by multiple residential homes and a former slough. Since at least 1936, the southern portion of the Property became industrial, supporting a small tin shop, multiple small warehouses and at least four railroad spurs. Between 1907 and 1936, a filling station was built at the intersection of Arndt Street and South Broadway and remained until the mid to late 1960s. During this time, the majority of the Property was occupied by Badger Sheet Metal Works which operated its large warehouses and shops until approximately 2010. Today, structures on the Property have been sectioned off and are used for City storage of public works equipment, fire department equipment, and police equipment and records. A small brick building on the corner of Broadway and Ardnt Street continues to be used by a tenant who operates a barber shop. The City of Green Bay received a technical assistance grant from EPA to conduct a Brownfield Reuse Study which included this site and a surrounding target area. The study was conducted in the fall of 2020 and identified challenges to redevelopment, considered solutions to those challenges, and proposed future land uses. The Badger Sheet Metal Site was identified as a catalyst site, with proposed uses including multi-family housing, first floor commercial or public use, and a greenway to accommodate stormwater and serve as a natural amenity.

Since selecting a development partner in May 2024, the City has conducted regular planning meetings with developer General Capital Group and our QEP Stantec, to prepare a redevelopment proposal of the site, with progress being made on conceptual designs to integrate the fire station services, administrative offices, multi-family housing, commercial space, and the green infrastructure corridor. Remediation and reuse planning will align with the development plans for the property and include finalization of the Analysis of Brownfield Cleanup Alternatives and development of the Remedial Action Plan to cleanup the site, raze the existing onsite building, and prepare the site for redevelopment. The City and Stantec Consulting Services are beginning to draft bid specifications for demolition of the building and excavation work in that area.
