Additional Property Attributes

The 2017 Targeted Site Investigation (TSI) found: (1) TPH concentrations are below screening levels; (2) PCBs were not detected at concentrations above the laboratory reporting limits; (3) arsenic concentrations were below the screening level of 19.1 mg/kg (regional background) at each of the sample locations; (4) lead concentrations exceeded the screening level of 80 mg/kg in eleven borings; and (5) of the ten organochlorine pesticides (OCPs) detected above laboratory reporting limits in the prior and current soil samples, aldrin, chlordane-technical, dieldrin, heptachlor, and heptachlor epoxide exceed applicable screening levels (4,4�-DDD, 4,4�-DDE, 4,4�-DDT concentrations were below screening levels). A Removal Action Work Plan (RAW) was prepared in 2018. The proposed remedy includes excavation and off-site disposal of soil with concentrations of lead and organochlorine pesticide that exceed residential screening levels. The RAW is adequate for public comment. The project proponent will need to comply with public participation and California Environmental Quality Act (CEQA) requirements to implement the RAW. A Phase I Environmental Site Assessment was prepared in 2018 to support transfer of the property from the City of Hayward to Habitat for Humanity East Bay/Silicon Valley.

Former Use: A Phase I Environmental Site Assessments were prepared for the Site in 2015 and updated in 2018. Based on the Phase I ESA findings, the Site was first developed as nine residences between 1907 and 1923, the western residences were demolished in the early 1980s as part of the A Street realignment and the Site has been vacant, undeveloped land since at least 1993. No known former uses of fuel oil for heating or septic systems were identified at this Site.
