Additional Property Attributes

The site is listed in the DTSC EnviroStor database as the �Former Specific Plating Facility,� 71002220 (site type listed as evaluation) for the TSI activities and as �Specific Plating,� 60001596 (site type listed as voluntary cleanup) for activities conducted under DTSC oversight through the voluntary cleanup program. Land is currently zoned as light multiple residential ("R2"). Redevelopment may include residential and/or commercial/industrial land uses. A Targeted Site Investigation (TSI) was conducted to provide additional information on the nature and extent of contamination to support funding requests made by the Successor Agency for the Commerce Community Development Commission to the California Department of Finance (required with the dissolution of redevelopment agencies in 2012). TSI findings include: (1) concentrations of perchloroethylene (PCE), total petroleum hydrocarbons (TPH) as gasoline and diesel, cadmium, and hexavalent chromium in soil in the former chemical drum storage area may pose an unacceptable risk to human health under hypothetical commercial/industrial re-use scenario, (2) concentrations of trichloroethene (TCE), lead, and nickel in soil in this same area may pose an unacceptable risk to human health under hypothetical residential re-use scenario, and (3) likewise, PCE in soil gas may pose an unacceptable risk to human health under hypothetical residential and commercial/industrial re-use scenarios; Site conditions do not meet unrestricted land use requirements and additional work may be necessary to characterize the presence and distribution of the above-listed chemicals in soil.

Former Use: The site is currently vacant and bordered by a chain-link fence. The surface conditions at the site include asphalt pavement and unpaved land. A stockpile of soil (approximate dimensions of 59 by 22 by 3 feet) is present on the northern part of the site as a result of unauthorized dumping. The site is comprised of four parcels with the three addresses, 1350, 1362, and 1368 South Eastern Avenue (one of the parcels does not have a designated address). Los Angeles County assessor's parcel numbers for the site include APN 5241-013-016, 5241-013-017, 5241-013-018, and 5241-013-019. The site has been owned by the Successor Agency since 2002 as part of a planned redevelopment project. After purchasing the property, the Successor Agency demolished and removed all the on-site buildings and equipment, then imported fill and regraded the site. Prior to the Successor Agency�s ownership, the site was a residential neighborhood prior to 1926, and was then occupied by an aluminum shower door manufacturing company from approximately 1926 to 1969. Specific Plating Company, Inc. (Specific Plating) conducted electroplating operations at the site from approximately 1969 to 2002. In 1985, Specific Plating purchased one of the parcels (5241-013-018, Lot #26) located on the southeastern portion of the site. The parcel was occupied by a small house, which Specific Plating subsequently demolished. Specific Plating occupied a single-story light industrial building (Building 1) in the northern portion of the site and an open work area in the northeastern portion of the site. A steel building (Building 2) and equipment storage area were located in the south central and southern portions of the site. The western and southwestern portions of the site were primarily used as a parking lot.
