First Quarter 2017 � CCLRC retained a consultant to prepare a limited Phase II Investigation on the North portion of the parcel. It also requested TA from the Ohio EPA for this site to work with the consultant on the preparation of the report. Second Quarter 2017 � The limited Phase II was completed the second quarter 2017, with the following conclusions. PCB testing of the soil showed that it was present, however the value is below the GDCS Commercial/Industrial Land Use Category and meet the applicable standards for such use. PCB testing in the concrete showed that it was present as well, however the value was below the GDCS Commercial/Industrial Land Use Category and meet the applicable standards for such use. The concrete can either be disposed of in accordance with Federal, State and local requirements or crushed for re-use on the Property. Developer is still considering options in splitting the northern part of the property from the southern part. Second Quarter 2018 � City requested CCLRC�s services as demolition agent for this property. It remains on the state forfeiture list. City working on finding funding for this significant undertaking. Discussions ongoing. Third Quarter 2018 � City searching for end user prior to requesting CCLRC involvement in demolition of property. At this time, CCLRC involvement complete. Former Use: This property currently sits on the State of Ohio�s Forfeiture list after having gone through tax foreclosure with no interested buyers due to the likely environmental contamination. There is an interested developer for the North Parcel. The building would be demolished and a new facility created. The property is broken out into two sections for reporting purposes. The North Parcel of the Property historically operated as an aluminum die casting facility from 1952 until 2006. Two USTs were present in the northeast portion of the Property and used to store fuel oil for the furnace. They were removed in 1989. Two ASTs were also maintained at the facility. One was for the storage of glycol/water and the other was a waste oil AST. A diesel spill occurred along Perkins Road in 1990. EPA records indicate the operations prior to 1972 used significant quantities of hydraulic fluids that contained PCBs. At that time, discharged process cooling water contaminated with PCB containing oils and fluids from the machinery were captured via troughs and trenches which flowed into the storm sewer. In 1974, the facility changed over from a petroleum-based hydraulic system to a water glycol hydraulic system and by 1977 and oil skimmer tank was installed to capture fluids from the collections troughs and discharge them to the municipal sanitary sewer system. Previous assessment in 1997 noted significant oil staining on the concrete surfaces within and outside of the building. Previous investigations have shown PCB impacted soil beneath the building and to the east, northeast and southeast of the building. Previous remedial activities by others did not address PCBs in the soil. Impacted concrete was identified in numerous areas of the facility.
