Additional Property Attributes

The Phase I assessment identified three Recognized Environmental Conditions (RECs): 1) the former gas station/auto repair service that occupied the west portion of the Property from at least 1930 to 2013. A release of unleaded gasoline was reported in 2005; the site was closed in 2008 with documented off-site contamination and residual soil contamination remaining on site. Groundwater was reported to be contaminated; 2) registered active and inactive aboveground and storage tanks as well as registered and unregistered underground storage tanks of unknown status. Potential UST fill and vent pipes were observed during site reconnaissance in 2017; and 3) upgradient and adjoining sites with regulatory listings including petroleum release sites with soil and/or groundwater contamination. The Property is located in the City of Duluth, which is an EPA "Making a Visible Difference Community". Redeveloping this abandoned property into a residential, commercial, or multi-use development would benefit the surrounding community by improving the Property and creating homes and/or jobs.

Former Use: The Property was first developed as early as 1888 including three residences. Historical structures include residences, stores, a cigar factory, a wood yard, an apartment building, a gas station, and a commercial structure. One residence was removed an one residence and a store were added before 1892. As early as 1909, two stores, a cigar factory, a wood yard and an apartment building (replacing one residence) were present. Beginning in the mid-1930s, the woodpile, two stores, the cigar factory, and a residence were removed and a gas station and another residence were constructed. An additional commercial structure was present from the early 1950s to the mid-1990s. Current structures are a vacant former auto repair shop, a vacant former retail / liquor store with apartments, and a vacant multi-story apartment building.The retail / commercial building has been used as a beverage distributor, a realty office, and a pizzeria. Brewery Creek transects the Property via an underground tunnel built largely out of brick. It flows through concrete, brick and stone underground tunnels, ultimately discharging to Lake Superior. The creek begins in the Duluth Heights neighborhood and drains a former wetlands and shallow lake. As early as 1857, Brewery Creek supplied water for a brewery southeast of the Property. Brewery Creek was enclosed beginning in the late 1890s and was completed in the 1920s. The portion of the creek that transects the Property was enclosed in 1913.
