In 2003, ADR Environmental Group (ADR) conducted an investigation of soil on the Site to assess the potential presence of chemicals of concern (COCs) in the former gas station, junk yard, and tire fire areas. Lead was detected in a soil sample collected from a depth of 2 feet in boring B-3, advanced in the former junkyard area, at a concentration of 4,600 milligrams per kilogram (mg/kg). The Phase I ESA conducted in 2018 identified the former use of the Site as a wrecking/junk yard as an REC and additional investigation around B-3 was recommended. The former use of the northwestern portion of the Site as a gas station was considered an HREC and a soil vapor investigation in this area was recommended. The Phase II ESA conducted in 2018 identified VOCs and GRO in soil vapor samples; metals in soil samples collected at and around former boring B-3; and metals, petroleum hydrocarbons, and OCPs in samples collected from stockpiles at the Site. GRO and petroleum-related VOCs were detected at concentrations less than residential ESLs for soil vapor. Lead was detected in shallow soil sample from around the former B-3 at a concentration of 200 mg/kg and in the sample from a depth of 3 feet at 570 mg/kg. The lateral extent of lead impacts appears to be limited to an area immediately surrounding former boring B-3, but the vertical extent was not defined because of refusal. Lead was also detected in composite soil samples collected from exposed soil along the southern property boundary (COMP1) at a concentration of 170 mg/kg in the surficial sample and at a concentration of 340 mg/kg in the sample from a depth of 2 feet. Lead was detected in a stockpile at a concentration of 150 mg/kg and diesel was detected at a concentration of 380 mg/kg. No other chemicals of concern were detected at concentrations exceeding residential or commercial screening levels. A soil removal workplan was prepared in October 2019 which proposed removal of approximately 7.5 cubic yards (cy) of soil from the B-3 area, 25 cy of soil from the southern boundary, and an approximately 125 cy soil and concrete debris stockpile. Because of the former use of the Site as a gas station and junk yard, a soil management plan was also prepared to describe protocols and procedures for management of soil containing COCs and other subsurface features/environmental concerns which could potentially be encountered on the Site during re-development-related construction. In order to assist the site owners towards redevelopment of the Site, a grading plan and civil plans for sidewalk, gutter, and curb improvements (street improvements) were additionally prepared for the Site. In December 2019, the owners stated that anticipated costs of development exceeded their ability to continue development. However, they stated that they are currently seeking a development partner with the hope of continuing the project at the earliest opportunity. Former Use: The Gonsalves Family Survivors Trust has owned the Site since September 2009. The Site is currently leased to Bonner Engineering for storage of equipment and building materials, including a portion of a metal building onsite. Bonner has reportedly occupied the Site for approximately 9 years. The former owner, Ebel Gonsalves was reportedly familiar with the Site from his youth in the 1930s or 1940s when he observed automobile dismantling and cutting and burning of tires on the Site. A junkyard is visible on historical aerial photographs from 1947 until 1966. City directories identified wrecking and auto dismantling occupant�s onsite from 1961 to 1975. Other uses listed in the city directories include automotive garage, various commercial businesses and law offices, trailer and camper sales, and apartments. County records document removal of three gasoline USTs from, and in-place closure of one gasoline UST on the northwestern portion of the Site (950 El Camino Avenue), for Eva De Grace in June 1989.
