Additional Property Attributes

EPA Assessment Funds were used to contract for a Phase I and Limited Phase II investigation and asbestos survey on the property. The Limited Phase II investigation advanced eight soil borings, collected soil samples submitted for lab analysis. Groundwater was not encountered during the drilling. All samples were below the cited comparison standards. No additional assessment of soil appears warranted now. Additionally, two wipe samples were obtained from equipment on the property. No PCBs were detected at concentrations above the comparison standards. A magnetic locator survey identified a possible UST located on the property of the former boiler house. UST was likely used to store heating oil. Recommendation that it should be permanently closed following BUSTR protocol. Finally, the current 1,000-gallon gasoline UST system is currently being closed under BUSTR regulations. West Creek Conservancy acquired a portion of this property May 16, 2017. Project Complete.

Former Use: Built in 1950, the 243,000 sq. ft. building was used by Catholic Charities as a residential facility offering community based mental health treatment services, foster care services, and addition recovery services for adults and teens. In 2014, the organization underwent a consolidation of services and no longer offered residential services at the building. Only a small portion of the building is used for outpatient treatment services at this time. There are also 18 small, single family homes that were used by Catholic Charities Corporation for living quarters. CCLRC performed Phase I, Phase II and an asbestos survey on all of the properties. In 2017, Catholic Charities subdivided the two parcels and transferred 13 acres to West Creek Conservancy (the USEPA applicant) for conservation purposes. The remaining acreage was divided and transferred to Parma Community Improvement Corporation for redevelopment.
