Additional Property Attributes

On November 7, 2017, the complex of structures at the Property was severely damaged in a fire. A majority of the roofing was burned, windows were broken and doors removed, and electrical and plumbing utilities were damaged. On December 8, 2017, the City issued an order from the Building Official to the property owner with a determination that the Property had become substandard, abandoned, and a hazard to the public due to the extensive fire damage and the presence of disturbed asbestos in the damaged building materials. As a result, the City issued a Building Demolition Order and assessed liens on the Property.

Former Use: The Property (Spokane County Tax Assessor Parcel Number 36343.3007) consists of 0.52 acres of land with structures covering approximately 90% of the parcel. The structures are partially 2-story constructed of masonry and wood. The Property is located in an area of mixed use commercial and residential properties within the Hillyard commercial area in Northeast Spokane. The Property has been owned by Mr. Ivan Kriger since June 2017 and has been vacant for several years with evidence of use by transients. The Property was previously owned by Victory Outreach Spokane, Inc., as a nursing home and rehabilitation facility. Based on historical records, residential homes were present on the Property from at least 1910. The nursing home/rehabilitation facility was constructed in the 1950s with subsequent additions to structures through the 1980s. The current configuration of structures on the Property has remained relatively unchanged since the 1980s.
