Additional Property Attributes

Former Use: The property was owned by Gene Wilson/Wilson Excavation. The property is located in a primarily residential area of Clinton, Iowa, and consists of two parcels of land. The eastern parcel contained approximately 7,070 square foot metal warehouse and the western parcel is vacant and used for storage of outdoor equipment. The structure was originally constructed circa 1967. According to Sanborn fire insurance maps and city directories, a metal scrapyard was located to the west of the property from approximately the 1930s to the 1990s. Prior environmental assessments conducted in 2012 indicated the presence of lead, arsenic, mercury, and PCBs in soil on the site. Six 100-gallon above-ground storage tanks for diesel fuel were located on the property. In 2018 Phase II was conducted and samples taken to analyze VOCs, PAHs, TEH, and RCRA Metals. RCRA Metals found in soil of Arsenic, barium, cadmium, chromium, and mercury were all below IA SWS for soil. TEH (Waste Oil was detected but was below IA SWS for soil. Only Lead was detected above IA SWS at 618 mg/kg & 632 mg/kg in 1 of the three borings. IA SWS limit for soil is 400 though the eastern Iowa region is known to have higher than SWS levels of lead in soil. In groundwater barium and selenium were detected but below IA SWS for groundwater.
ECIA assisted with funding an updated Phase I. City acquired the site on 4/28/23; deconstructed the structure; removed above-ground storage tanks, hazardous containers and barrels, concrete, place clean soil on site and established a sod cover to make the site ready for reuse. City is working on exchanging the property with an entity that plans to use the site as a storage yard. Site is zoned for commercial use.
