Additional Property Attributes

The Phase I Environmental Site Assessment (ESA) completed in June 2018 identified Recognized Environmental Conditions (RECs) due to the presence of a historic filling station property at 4504 Troost Avenue, other historic auto sites on the subject properties, and the presence of historic dry cleaner sites in the surrounding area. A Vapor Encroachment Concern (VEC) may exist on the subject property based on the multiple historical sources of petroleum volatile organic compounds and solvent volatile organic compounds within the surrounding area. This is due to the operations of historical auto sites on the subject property and in the surrounding area, and historical cleaners in the surrounding area. The possibility of the VEC on the subject property is considered a REC to the subject property. A Phase II ESA was recommended to investigate the identified RECs. A ground penetrating radar (GPR) survey was completed on the subject property on the northeast portion of 4500-4504 Troost Avenue to evaluate the subsurface for the potential presence of an underground storage tank (UST); no anomalies indicative of USTs were discovered near the area identified as a UST in the 1951 Sanborn Map. The project consists of the development of a new five-story, mixed-use commercial/ residential building on the Properties. The first floor will be comprised of 20,000 square feet of commercial/retail space including a cancer research/medical journal headed by the applicant/developer, Dr. Faris Farassati. Levels 2-4 will be comprised of residential 1-2 bedroom apartments and efficiencies. The total number of units will be 51-68, depending on final plans. The project value is estimated at $8.6 million.

Former Use: The subject property includes five parcels located along the west side of Troost Avenue in Kansas City, Missouri. The five parcels include one vacant lot, three vacant buildings, and one commercial property with two structures. One parcel is currently a vacant lot and three parcels each contain a vacant building in various degrees of disrepair. The parcels were developed with residential structures sometime prior to 1909. By 1925, the 4500-4504 Troost Avenue property was developed as a retail gasoline service station. This property was utilized for auto repair and other auto related uses until current time. Uses of the 4522, 4524, and 4528 4536 Troost Avenue properties were auto related commercial operations, including auto sales yard, car wash, auto body repair, and auto repair. Furniture sales occurred on the 4528 Troost Avenue property.
