Additional Property Attributes

The Phase I Environmental Site Assessment (ESA) completed in January 2017 indicated no Recognized Environmental Conditions (RECs) or Vapor Encroachment Condition (VECs) associated with the subject property. It was noted, for future development and based on the age of the former structures and absence of demolition documentation for some of the subject site parcels, there is the potential for the presence of remaining demolition debris in the subsurface soils. This debris could include hazardous materials (e.g., lead-based paint [LBP], asbestos-containing materials [ACM]) or petroleum products (heating oil tanks). A Hazardous Material Survey (HMS) conducted at the 3126 Benton Boulevard building in conjunction with the Phase I ESA (but not with Brownfield Grant funds) indicated that LBP was identified throughout the interior of the building. As the paint observed was generally intact and the estimated cost of LBP abatement was not cost-effective or practical, a LBP operation and maintenance plan (O&M) in combination with 'paint stabilization' in areas of paint in fair or poor condition was recommended. No ACMs were identified during the asbestos inspection conducted at the site.

Former Use: The subject property consists of 3.1 acres of non contiguous land. The 3126 Benton Blvd. address is two lots comprising an approximate 0.3 acre area within a larger parcel consisting of 1.13 acres. The building on the subject property�s two lots is a three-story, eight-bedroom structure utilized as a former priest�s rectory.The subject property is part of the land formerly owned by the Catholic Diocese of Kansas City-St. Joseph, and is part of the land/buildings associated with the former Annunciation Roman Catholic Church, located adjacent to the south. The Catholic Diocese of Kansas City-St. Joseph sold the subject property in 1996 to the Metropolitan Spiritual Churches of Christ, Inc. After the subject property was held by bank trustees during the early 2000s, The Hope Center acquired the Property in June 2004. Currently, the Hope Center utilizes the property for youth programming, community event meetings, administrative offices, recreational activities, and parking. The remaining 13 parcels consist of grass-covered vacant lots. The south parcels were developed with single-family residences in the early 1900's, and a six unit apartment structure located at 2712 E. 33rd Street constructed in 1915. All of these structures have been demolished.
