Declaration of Covenants and Restrictions will be recorded with the County Clerk that includes a listing of Engineering Controls and Institutional Controls, and a requirement that management of these controls must be in compliance with an approved Site Management Plan (SMP). Institutional Controls including the following: (1) restriction of vegetable gardening and farming to the top two feet of imported clean soil; (2) prohibition of the use of groundwater beneath the Site without treatment rendering it safe for the intended use; (3) prohibition of disturbance of residual soil unless it is conducted in accordance with the SMP; and (4) prohibition of higher levels of land usage than the restricted residential uses addressed by this Remedial Action without prior notification and approval by OER.

As part of development, constructed an engineered Composite Cover System consisting of a minimum 12-inch concrete slab within the building footprint and 2 feet of clean fill in the landscaped areas to prevent human exposure to residual soil/fill remaining under the Site. The clean fill was underlain by a demarcation layer (orange snow fence) to indicate the top of the existing Site soil.

Additional Property Attributes

Located on East 161st Street on previously city-owned land, Melrose Commons provides permanent supportive housing for 58 chronically-homeless adults with serious mental illness, giving a preference to Veterans. The building includes 100% affordable permanent homes, a community room with a communal kitchen, a training/conference room, laundry room, green roof and outdoor recreational space, office space to provide on-site case management services, counseling, and referral services for all tenants and 24/7 front desk attendance. The building is certified by Enterprise Green Communities and green strategies enhance the overall quality of life for residents and reduce energy costs.

The prior use was apartment buildings that were demolished in 1981 - afterwards, the site was vacant and used for construction staging just prior to redevelopment.
