Property � Identified chlorinated solvent contamination in soil, groundwater, and surface water on the Property currently undergoing investigation and remediation through the IEPA SRP. � Past releases of hazardous materials and petroleum products to the environment due to spills related to industrial site operations. � Closure of 1,1,1-trichloroethane (TCA) release under the Resource Conservation and Recovery Act (RCRA) with institutional controls including a groundwater use restriction and industrial/commercial land use restriction. � The historical and long-term use of rail spurs on and adjacent to the Property has the potential to have caused contamination by leaks and spills, engine emissions, or spur treatments. In addition, the following significant data gaps were encountered that have the potential to lead to the identification of additional RECs: � Mounded area observed during site reconnaissance with the potential to be fill dirt or other dumped material. In addition, the following Business Environmental Risks (BERs) beyond CERCLA liability were identified as associated with the Property: � Future Property uses will need to comply with current and future land use limitations to maintain RCRA and Illinois Environmental Protection Agency (IEPA) Site Remediation Program (SRP) closures. Current limitations associated with RCRA closure include a groundwater use restriction and industrial/commercial land use restriction. Potential future limitations that have been proposed associated with SRP closure include a vapor mitigation system for future construction, construction worker caution and safety plan for excavation work, and a highway authority agreement for a portion of East Voorhees Street. Phase II ESA work completed in partnership with Illinois EPA Office of Site Evaluation to determine if contaminants exist above state standards outside of the enrolled list of focused contaminants. City wishes to acquire the property and transition a portion into stormwater detention areas to alleviate flooding issues in the area. City plans to acquire and redevelop have stalled due to other City priorities and staff changes.

Former Use: The Property consists of four (4) rectangular-shaped parcels of land encompassing approximately 46.4-acres. Historical operations include air conditioning manufacturing by Bohn Aluminum & Brass Corp, Gulf & Western, Bohn Heat Transfer, and Heatcraft Refrigeration Products LLC.
