Additional Property Attributes

The City of Council Bluffs took title to the former school property after conducting AAI through IDNR 128(a) assistance. The City had a certified ACM inspection completed already, but requested 128(a) funds to assist with ACM abatement prior to demo. Upon demolition of the school, the non-profit New Community Development Corporation took title to the property and has plans for up to 14 single-family homes to be constructed on the former school site. One new house has already been built, sold, and occupied for residential use. More housing construction is planned in 2018 and thereafter.

Former Use: The site was first developed with construction of the 2-story Walnut Grove public school in 1926, and the school district closed the school in May of 2014, as the district sought to consolidate school locations and to provide new construction elsewhere to facilitate improved learning environments, facilities, and amenities for students. With concern to not have a large, vacant, institutional building sitting in the middle of a residential neighborhood that the City of Council Bluffs has been working to keep stable and improving with reinvestment, the City sought to take title to the property, demolish the chool, and work with a non-profit community developer to transform the property into new, single family residential. The City followed terms of Section 106 of the NHPA to mitigate the demolition of the school, as Community Development Block Grants were to be used to facilitate demolition.
