Additional Property Attributes

The Property is owned the Richard B Saltz Jr Trust and is comprised of one tax lot (17-04-05-00-00400). The 83.63-acre Property was in use for grass seed farming during the Phase I ESA site visit in May 2018. The Property is zoned Agricultural (AG). Historical aerial photographs indicate that the Property has been in use for agricultural purposes since prior to 1951, and no evidence of buildings or other structures ever being present on the Property was identified. Phase I ESA identified RECs related to the Property: 1) Adjoining the southern boundary of the Property is a substation (built prior to 1974) and the Blachly-Lane Electrical Cooperative offices (built in 1952) and maintenance yard (built prior to 2006). This facility has a LUST listing for a gasoline/diesel release impacting soil and groundwater reported in 2008. A DEQ file review revealed that this release has been adequately address despite the listing remaining active. Historical aerial photos indicate the storage of power poles that may have been chemically treated within a few feet of the Property on this site. There is a potential for sources of contaminants (substation and treated power poles) on the adjoining site to impact the Property, and 2) The Property has been in use for grass seed production since prior to 1951. During an interview with the individual currently farming the Property, it was confirmed that various pesticides have historically been utilized on the Property in accordance with manufacturer?s instructions. Some of the most prominent, toxic, and persistent pesticides used in grass seed farming have included DDT, Aldrin and Heptachlor. Pesticide use over a period of more than 65 years of grass seed production on the Property is a REC for the Property. Based on Phase II ESA samplings and assessments, SVOCs (Phenanthrene and pentachlorophenol) and metals (arsenic, chromium and copper) were detected in soil samples, but, at concentrations below applicable screening values. Based on the results of soil sampling, it appears that the treated power pole storage area has impacted the Property, but the magnitude of impacts do not pose an unacceptable risk to human health or the environment or indicate a need to manage soils as solid waste during redevelopment of the Property. Pesticides were detected in soil samples, but concentrations below potentially applicable screening values (including clean fill screening values). The magnitude of pesticide concentrations detected do not pose an unacceptable risk to human health or the environment or indicate a need to manage soils as solid waste during redevelopment of the Property. Wetlands Study was completed in June 2020.
