The Property was recently acquired by Lane County through tax foreclosure. The Property is zoned Rural Industrial and is associated with Lane County land use code 2421 for Sawmills & Planing Mills. The Property is occupied by a vacant 29,780-square-foot former sawmill building and smaller outbuildings surrounded by cleared, unimproved land. A small creek was observed on the Property near the western boundary, and three shallow ponds were observed in the northern area of the Property. There were no active operations on the Property at the time of the Phase I ESA site visit. The Property vicinity is a mix of agricultural, undeveloped, rural residential and industrial land uses. Residences are present bordering the north, southeast, and south sides of the Property. A railroad is present beyond the western Property boundary. Lost Creek is present along the northern and eastern Property boundaries. The Lane County Road Works Department Yard is located adjacent to the northeast portion of the Property, opposite Lost Creek. Historical records show that portions of the Property were in agricultural use by 1949. The Property was developed with a sawmill sometime between 1955 and 1975. The sawmill reportedly operated until approximately 2000. James E. Peterson Jr. purchased the Property from Dexter Forest Fibre Inc. in 2006. A sign observed on the former mill building during the site visit in March 2018 indicates the building may have recently been used for boat and RV storage. Jeff Turk of Lane County reported that the Property had also recently been used for a marijuana growing operation. Since 2008, the County has received numerous nuisance complaints about the Property regarding trespassing, dumping, camping and noise. In September 2017, Lane County acquired the Property through tax foreclosure. Photographs taken during a visual assessment of the Property in November 2017 showed widespread dumping on the Property, including scrap vehicles and parts, appliances, containers of automotive fluids, pesticides, cleaners, paints, car batteries, woody debris and tires. Three vacant buildings were observed on the Property during the site visit in March 2017: the former sawmill building, a nearby shop, and a barn. A small well pumphouse also was observed. Containers of paints, automotive fluids, and cleaners were observed in the shop building and the barn. Staining was observed on the concrete floor of the shop building and the dirt floor of the barn during the site visit. Staining was also observed on the ground surface near the shop building and at several other exterior locations. Stantec observed several piles of abandoned/dumped items in exterior areas of the Property including a pickup truck, auto parts, appliances, tires, pallets, labeled and unlabeled containers, and household garbage. Phase I ESA identified RECs related to the Property: 1) The Property is a former wood products manufacturing facility (Dexter Forest Fibre). There is a potential for releases from past mill operations including storage, handling, and disposal of fuels, wood treating chemicals, and other materials, and burning of wood waste, 2) Information collected during this Phase I ESA indicates that a smaller building on the Property (the shop) was used for auto repair. Staining was observed inside and outside the shop building, and numerous containers of petroleum products and other materials were observed in and around the building, 3) Historical records and the site visit have identified widespread dumping of materials including petroleum products and hazardous materials at the Property, and 4) Features that may be vent pipes for USTs or ASTs were observed on the roof of the former sawmill building and east of the sawmill building. Based on Phase II samplings and assessments, the samples at the Property indicated no exceedances of applicable occupational or construction worker direct contact and vapor intrusion RBCs for petroleum hydrocarbons, VOCs, PAHs, PCB
