Additional Property Attributes

The Property is owned by the Peter T. Rozsa Living Trust and is comprised of three Lane County tax lots (20-03-28-31-12800, 20-03-28-31-12900, and 20-03-28-31-13000). The 0.12-acre Property is in downtown Cottage Grove, Oregon. The Property was vacant with no structures during the Phase I ESA site visit in March 2018. The Property area is zoned C2 Central Business and H Historic. Historical records show that the Property was developed for residential use by 1893, and for commercial use by 1902. Past uses of the Property have included a confectionary, restaurant, office, cigar shop, barber shop and a jeweler. Historical aerial photographs indicate that the Property building was damaged by a fire prior to 1994 (it was reported by the current owner of the Property that the building was destroyed by a fire in 1991). No RECs was identified during the Phase I ESA, but two potential environmental concerns were identified: 1) The Property was developed for residential use by 1892. No records or field indications of the presence or former use of a heating oil tank at the Property has been identified. A review of environmental database records indicates only one HOT release in downtown Cottage Grove suggesting that the use of underground HOTs has not been historically prevalent. It is possible, though the probability is low, that a heating oil tank was previously present on the Property and that a release from a HOT may have occurred. 2) Historical maps show that a meat processing business with a 3-ton ice machine previously operated on the site adjacent to the west. Historical maps label the ice machine as gasoline powered. No record of a release associated with the west adjacent site has been identified; however, if a release did occur, it may have impacted the Property due to the proximity of the ice-machine and associate gasoline storage tank to the western Property boundary.
