Direct contact concerns associated with the presence of contaminated fill would ultimately be managed through future redevelopment of the Site. Materials will be managed on-site to the extent practicable or taken off-site for appropriate disposal, and engineered barriers (buildings, pavement, clean soil, etc.) and institutional controls will be utilized to address direct contact concerns. Proposed soil management activities and engineered barrier placement and maintenance were outlined and discussed in greater detail in a Soil Management Plan which is prepared and will be submitted to the WDNR prior to the initiation of redevelopment activities.

Additional Property Attributes

Property is a prime piece of underutilized real estate in the central portion of the City of Sheboygan. The current developer is looking to redevelop the property into 245 affordable apartments. The City of Sheboygan has, or soon will be, acquiring the adjacent rail line to convert it into a southern leg of a trail system that runs through the heart of the City of Sheboygan. The awarded 2019 assessment grant will be paying for the Phase II environemental work on the aforementioned rail line conversion to a trail. The $47 Million redevelopment is slated to begin in early April 2020 and be complete by the end of summer 2021.

Former Use: The Property consists of two contiguous parcels both zoned urban industrial (UI) totaling approximately 17.50 acres of land. The concrete yard and office at 1436 South 15th Street (Parcel Number 59281513391) accounts for approximately 17.08 acres of land, and includes three buildings, one single-story office, one single-story garage, and one two-story warehouse for steel/material storage. The retail store at 1440 South 16th Street (Parcel Number 59281513500) consists of a single-story office building attached to two single-story storage spaces, totaling approximately 9,500 square feet on .42 acres of land. Surrounding properties are a mix of residential and urban industrial/commercial. The Property has been used to manufacture tile, brick and building supplies from at least 1949 through 1967, and concrete products from at least 1955 through 1967. Presently, the Property is used as a sale and distribution center of concrete products with no manufacturing performed onsite.
