Additional Property Attributes

The Property consists of a single rectangular parcel totaling approximately 0.65 acres (Tax Lot ID No. 005-071-01-000) located in an area of commercial and residential property. The western Property boundary extends into the right-of-way and includes the sidewalk and the adjacent right-hand turn lane which is part of Bragaw Street. The northern Property boundary extends east from Bragaw Street, just to the south of a pad mounted transformer and does not include the sidewalk fronting DeBarr Street. The eastern Property boundary is distinguished by a Denny�s restaurant and an asphalt paved parking area. The southern Property boundary contains a vegetated area beyond which is CPR Automotive. The perimeter of the Property, excluding the right-of-way area on the western boundary, contains grassy landscaped areas and several trees. An asphalt drive extends east from Bragaw Street onto the southeast corner of the Property and provides access to the former electrical substation. The former electrical substation was located within an area secured by a chain link fence and construction masonry unit (CMU) wall. As measured from Google Earth, the area is approximately 70� x 65�. The southern and eastern portions of the secured area consist of a chain link fence, while the northern and western portions of the enclosure consist of a CMU wall. Although the electrical equipment for the former substation has been removed, several concrete pads that supported the former equipment are still present. The ground surface within the secured area is covered with gravel. A second smaller section of paved driveway exists at the southeast corner of the Property and extends on to the Property for approximately 25 feet before terminating at a wooden barricade. To the north of the wooden barricade and to the east of the electrical substation enclosure is a large, open clearing, devoid of grass or vegetation. This area of the Property appears accessible from the east adjacent property. Tire tracks were observed in the clearing, suggesting that this area of the Property maybe utilized as a vehicle turnaround for delivery trucks by the tenant on the east adjacent property (Denny�s Restaurant) at the time of the Site visit.

Former Use: Based on the review of historical aerial photographs and interviews with the Property owner, the electrical substation was constructed in 1962 and operated by the Chugach Power Authority (CPA) until it was transferred to MOA Municipal Light and Power (MP&L) in 1984. The electrical substation was decommissioned in 1990. A 2011 aerial photograph shows that the electrical substation equipment is still present at the Property. Mr. Mark Johnston, General Manager of MP&L, indicated that decommissioning of an electrical substation may consists of de-energizing the equipment, draining the dielectric fluids and removing the equipment at a later date, as appears to have been the case for the Property.
