Additional Property Attributes

The Property is owned by Sause Bros, Inc., and is a single tax lot (25S13W26BD00300). The 1.7-acre Property was vacant with no structures on December 19, 2017, the date of a Phase I ESA site reconnaissance, and is located on North Front Street, north of Date Avenue right-of-way, in Coos Bay, Oregon. The Property area is zoned for commercial or light industrial use. Coos Bay is adjacent east and north of the Property. Between 1948 and 1988, the Property was used for ship building and maintenance activities by Hillstrom. Sandblasting, painting, and cleaning ships and equipment resulted in contamination including accumulation of spent sandblast grit in onshore, intertidal, and offshore areas. Various assessment and cleanup activities have been conducted at the Property since 1989. However, the Oregon Department of Environmental Quality�s (DEQ�s) Environmental Cleanup Site Information (ECSI) listing indicates that the site is a medium priority, and that additional work is needed to resolve environmental concerns at the Property. Redevelopment of the Property which is located on the waterfront would stimulate the local economy, and act as a catalyst for additional redevelopment within the Front Street Area of the City. The Front Street Area has seen recent redevelopment activity, first with the Coos History and Maritime Museum, and more recently, with the Central Dock property. These two waterfront properties are located proximal and north of the Property.

Former Use: 1. Review of historical site assessment and removal action reports, and an DEQ interview, indicated the presence of residual contamination in intertidal and subtidal areas of the Property from studies conducted between 1989 and 2007. The Property is listed under Facility ID #1174 in the ECSI and Confirmed Release List (CRL) databases. The listing status is indicated as �Remedial Investigation recommended� indicating the DEQ believes further assessment of the Property is warranted. The regulatory status of the Property, and the documented presence of residual contamination in intertidal and subtidal areas is a REC for the Property. 2. Contamination has been documented at nearby sites. Based upon the location of these sites, two are considered to have the potential to impact the Property: the Central Dock site and the Coos Bay Iron Works site. The potential for contamination from nearby sites to impact the Property is considered a REC. 3. Sanborn maps depict a variety of industrial operations historically present on the Property including: hide salting operations; a cold storage facility; coal/oil storage associated with the cold storage facility; a blacksmith shop; a soldering furnace associated with an onsite packing company operation; and a fuel storage building associated with an onsite creamery. It is also known that shipbuilding and maintenance occurred at the Property for a period of approximately 40 years. Upland areas of the Property remain largely unassessed. The potential presence of contamination in upland areas of the Property associated with historical industrial use of the Property is considered a REC for the Property.
