A Phase II Environmental Site Assessment (ESA) was completed in December 2017. Prior to this Phase II ESA, three Phase I ESAs at the property performed from 2009 to 2016 identified multiple recognized environmental conditions (REC) associated with former uses at the property and nearby properties. A Phase II ESA conducted at the property in 2010 further investigated the previously identified RECs, and identified concentrations of lead, arsenic, and polycyclic aromatic hydrocarbons (PAH) in surface soils exceeding Missouri Risk-Based Target Levels (RBTL) for silty soils (Type 2) for residential land use. The report recommended further characterization of metals and PAH contamination in surface soils at specific locations on the property, and near the historic creosote vat. During the current Phase II ESA, concentrations of arsenic and lead were detected in soil above MRBCA Default Target Levels (DTLs), but were consistent with the United States Geological Survey (USGS) background concentrations for Jackson County, Missouri, except for one surface soil sample, found to contain a lead concentration above the USGS background concentration for Jackson County, Missouri. Groundwater sampling did not indicate contaminants of concern above state regulatory levels. Based on construction plans and the potential to disturb impacted surficial soils, the Phase II ESA report recommended to excavate and stockpile any soil to be disturbed during demolition and construction activities, as well as sampling of that soil to determine the proper disposal method. The Kansas City Hispanic Economic Development Corporation (HEDC) plans to complete building renovations for the future HEDC Center for Urban Enterprise Incubator and Commercial Kitchen. The $3.5 million project has received a $1.6 million grant from the U.S. Department of Commerce to assist with construction of the new entrepreneur center in Kansas City�s Westside neighborhood.The Center for Urban Enterprise campus will include an existing 11,000-square-foot building, a former tire storage warehouse. It is expected to be renovated to include a grandstand for small-scale lectures, office space and a multi-purpose theater for lecture series focusing on culture and film. The lower floor of the building will be anchored by five commercial kitchens � one of them Kosher at the request of members of the Jewish community � to provide pay-by-the hour, health department-approved commissary space for such businesses as food trucks and caterers. In addition, a new 7,000-square-foot building is set to be constructed in a lot directly to the west, offering coworking space and a new home for the HEDC�s administration. There, entrepreneurs will be able to work face-to-face with staff to learn the tools they need for a sustainable business.

Former Use: The property consists of one parcel with an area of approximately 1.06 acres. The property's structure is a vacant, two-story concrete and brick building with an attached open metal storage shed. Since 1925, the property has been used for commercial/light industrial purposes. Uses include a motor freight facility, aircraft manufacturing, construction warehouse, steel cable manufacturing, cabinet manufacturing, and a paving operations facility. The property also historically operated as the Winn-Senter Construction Company headquarters. Most recently, the property had been used for storage by an adjacent tire recycling facility, but has been vacant since 2009. Circa 1939 until at least 1950, the property contained a creosote dipping vat. An iron shaving hopper was also noted as present on the property circa 1950. Prior to 1925, the property was used for residential purposes and vacant land.
