Additional Property Attributes

The Phase I Environmental Site Assessment (ESA) completed in January 2018 identified Recognized Environmental Conditions (RECs) and a Historical Recognized Environmental Condition (HREC) associated with historic automotive and dry cleaning facilities, including an on-site underground storage tank (UST) removal. A Vapor Encroachment Condition (VEC) was not ruled out based on the multiple historical sources of petroleum volatile organic compounds (VOCs) within the surrounding area. The possibility of a VEC on the subject property was considered a REC. A Limited Phase II ESA was recommended in the suspected areas of dry cleaning operations and impacts from off-site sources. The Limited Phase II ESA report completed in August 2018 concluded that the subject property had a minimal risk of contamination from previous land use as an auto repair and service facility, previous UST on the site, and from the close proximity of historical dry cleaning facilities and auto repair facilities in the surrounding area. No further investigation was recommended. Regarding redevelopment of the subject property, the potential future owner seeking Brownfields' grant assistance plans to facilitate redevelopment opportunities within this area. Future redevelopment has not been specified at the time of the completion of environmental activities on the subject property.

Former Use: The subject property includes four vacant, unimproved parcels and spans three city blocks in downtown Kansas City, Missouri (Block 49, 66, and 82). All four lots were developed prior to 1896. Uses of the subject property include residences, apartments, hotels, armored truck garage, warehouse, offices, theaters, restaurants, laundries, dry cleaners, optical shops, office space, gasoline service stations, construction company, paved parking/paved lots, and numerous other retail/commercial businesses.
