Additional Property Attributes

The Phase I Environmental Site Assessment (ESA) completed in June 2018 indicated that hazardous wastes are present in the hazardous waste storage building, with evidence of a chemical spill entering a floor drain in the building. The presence of chemical spills, containers in poor condition, and the floor drain with an unknown terminus posed Recognized Environmental Conditions (REC) to the subject property. Additionally, the presence of mold-impacted materials, lead-based paint (LBP) and asbestos-containing building materials (ACBM) are likely present in the buildings. Recommendations included a hazardous materials survey of the buildings, user determination of the terminus of the drain discharge, full survey for LBP and ACBM, and survey for mold-impacted materials. The Hazardous Materials Survey (HMS) was conducted between 8/27/18 and 9/17/18. Of the approximate 20 buildings surveyed, ACM was identified in 14 buildings (i.e., floor tile, mastic, caulk, roof paper, skim coat, window glaze, roof membrane, roof material, roof flashing, roof shingle, cove base, linoleum, ceiling material, drywall, thermal system insulation, and sink undercoat) and LBP identified in ten buildings. No evidence of mold-impacted materials was observed during the HMS.The Unified Government is working to assist an undisclosed party in the purchase of the former pharmaceuticals campus for commercial redevelopment as a records management and storage facility. The redevelopment of this site is planned in three phases. The initial phase is scheduled to start in late Summer of 2018 and consists of a site cleanup for the entire outside area of the complex. Funding for the initial phase is expected to come from private lending, retained earnings investment from the purchaser�s company, and private equity. The estimated value of the project is $1.8 million.

Former Use: The subject property is located in a primarily residential section of Kansas City, Kansas, and includes one parcel of land with 19 vacant buildings. Some of the buildings are interconnected and have been enlarged with multiple additions over the years. According to an Environmental Site Assessment Summary Report prepared on December 29, 2003, the subject property was first used as a family farm and veterinary practice in the 1920s. The site was developed beginning in the 1920s as a veterinary medicine/research facility. From the 1930s to present, the site was occupied by Jensen Salisbury Laboratories; Serum Manufacturing; Coopers Animal Health; Coopers Pitman-Moor; Malinckrodt Veterinary, Inc., Wellcome 103S380009 5 Laboratories; and York Pharmaceuticals (EAE 2003). According to historical documentation, the subject property hosted Midland from 2004 to 2008, and has been vacant since.
