Additional Property Attributes

The 1826 Forest LLC partnership (Applicant) was formed to save the former Wheatley-Provident Hospital (Property). The Property is a linchpin in efforts to connect development from the Crossroads to the Vine Street District. The intended reuse of the Property is non-residential commercial office or institutional and efforts are underway to recruit possible medical tenants. From project inception, development is estimated at approximately $2.5 million. The Property is eligible for New Markets and Historic Tax Credits and the development team will also pursue tax abatement. A Phase I Environmental Site Assessment completed in December 2018 indicated no Recognized Environmental Conditions associated with the Property. A Hazardous Material Survey (HMS) was completed to identify concentrations of asbestos fibers in the large soil pile on the northeastern portion of the property and to assess the presence of lead-based paint (LBP) in the buildings prior to renovation. Less than 1% asbestos was found in soil samples submitted from the soil pile located on the northeastern portion of the property. LBP was identified on interior surfaces of the northern building and on the exterior of both buildings. The southern building is inaccessible due to fire and structural damage. Additional sampling of the soil pile for lead and asbestos, in addition to asbestos in the structure will occur.

Former Use: The Property consists of one non-residential parcel comprising approximately 0.821 acres of land located on the west side of Forest Avenue between East 18th and East 19th Streets in Kansas City, Missouri. A registered Kansas City landmark, Wheatley-Provident Hospital is the sole surviving hospital building in Kansas City that was established and run by the African-American community during the period of 1902 to 1972. The first building (south portion) was built in 1902 as a parochial school. In 1918, the site was taken over for the newly formed hospital and in 1924 the second wing (north portion) was built as the first model children�s ward in the country. It was later sold to an individual who briefly operated the site as a haunted house from 1992 to 1996. Since that time, the Property has remained vacant.
